Description
1. Position Title: Senior Financial Management Specialist for Regional Activities. 2. Market Value: GS-14 Equivalent ($72,381 - $94,098). Final compensation will be based upon the candidate?s past salary, work history and educational background. 3. Place of Performance: USAID/Cairo, Egypt with periodic temporary duty assignments to client Missions. 4. Period of Performance: An initial 2 year contract, and, dependent upon needs, three one year extensions. 5. Education: Must have Masters? Degree in Financial Management or CPA. (Experience may be substituted if directly applicable). 6. Language Proficiency: Excellent English communication skills, both orally and in writing, are essential. Must have the ability to present analysis and recommendations in clear written and oral formats. Knowledge of Arabic will be a plus. 7. Work Experience: Minimum of 10 years of progressively responsible duties in a USAID Controller Office including the operating of MACS/MACSTRAX and automated disbursing systems through FSC/USDO or the U.S. Treasury. 8. Knowledge: Thorough knowledge and understanding of professional accounting principles, theories, practices and terminology as well as the principles and accepted procedures of U.S. governmental and business financial accounting, budgeting and reporting is required. A thorough knowledge of laws, regulations and procedures associated with USAID financial management is also required. Must also have a thorough understanding of USAID project planning and implementation procedures and of USAID organization and operations in general. Must have the ability to perform in a team spirit and to maintain cordial and professional relationships with USAID, Host Governments, NGOs and Contractor personnel. Ability to perform sophisticated analysis of management controls and capabilities of partner/beneficiary organizations is required. Must be skilled in the use of computer based analytical programs and the USAID data management systems. Position requires a high level of independent judgment with regard to USAID?s financial management policies and regulations. 9. Skills and Abilities - A high level of analytical skill and sound judgment is required. Must be able to compile and present a great deal of detailed information in a concise and fully professional manner. Must be capable of supervising FSN accountants and other staff such as accounting technicians, voucher examiners, cashiers, and of directing and coordinating the various elements of a complex accounting operation. Must be able to maintain effective working relations with American personnel in USAID and other U.S. Government agencies at post, host country officials, local banks, credit institutions, and local business organizations. Must have excellent interpersonal and training skills, and genuine interest in developing the abilities of FSN staff in the office. High degree of professionalism, discretion, and sound judgment in representing the USG are essential elements of the position. Must be a USAID/FM authorized certifying officer or have the ability to become authorized. Introduction The Controller, USAID/Egypt, has assumed responsibility for the financial management operations for USAID/Morocco, USAID/Yemen and USAID/Iraq. The position of Senior Financial Management Specialist for Regional Activities will be the focal point for all financial management considerations related to the above three programs. The incumbent will report directly to the Controller of USAID/Egypt. Given the size and complexity of these portfolios, the position is demanding and requires the services of a senior/experienced financial management professional, ideally, with USAID experience. Program funding level for Morocco is about $12 million annually with operating expenses at $2.5 million; the program level for Yemen is about $15 million per year with operating expenses at $2.0 million. The USAID/Iraq program is for emergency relief and humanitarian assistance and reconstruction activities. That program is currently valued at about $1.5 billion operating through large and complex contractual mechanisms and large grants. The operating expense level for Iraq FY 2003 is about $15 million. Duties and Responsibilities Under the general guidance of the USAID/Egypt Controller/Deputy Controller, the incumbent will serve as the managerial alter-ego of the USAID/Egypt Controller in all matters related to regional financial and administrative related activities. In this capacity, the incumbent?s duties and responsibilities shall include, but not be limited to the following functions: 1. Serves as the principal manager for all regional financial management systems, practices, procedures and related problems. 2. Provides uniform guidance and procedures for the financial management of available program and operating expense funds. 3. Coordinates with Iraq Sector program managers in setting up accounting and tracking systems while integrating financial controls into the implementation mechanisms for each contract or grant within the program sector. 4. Provides financial data to be used for, and participates in forecasting of future resource requirements for the Iraq sector portfolios. 5. Assures that financing and reporting procedures, which conform with USAID?s financial and program reporting systems and with the requirements and limitations of USG and cooperating country laws and regulations, are fully considered and set forth in grant and contract agreements. 6. Initiates actions to reduce each program?s vulnerability to fraud, waste or abuse by directing a program of financial review; performing periodic site visits to project implementing organizations and assisting them in identifying and correcting potential administrative or financial problems before they become audit problems. 7. Will serve as liaison with the Office of the Inspector General (IG). In this capacity, the incumbent is the focal point for audit activities, including identifying requirements and developing audit plans, reviewing all audit and investigation reports from the IG, and identifying actions to be taken in response to the IG?s findings and recommendations. 8. Develops and appraises budgetary requirements. Reviews budget submission for compliance with Agency policy and guidelines. 9. The incumbent will assist in the conversion of the financial management records from the accounting system MACS to the newly developing core financial system, AMS? Momentum, named Phoenix by USAID. 10. Serves as USAID/Egypt?s Certifying Officer (CO) during the absence of the principal CO. 11. Serves as the Acting Controller at client Missions during the absences from Post of resident financial personnel. 12. Other duties that may be assigned.
