- This is a DSCC Pre-Solicitation Notice to solicit 42 NSNs for an Indefinite Quantity Contract (IQC) with one (1) Base year and four (4) Option year periods. This IQC has a long term possibility of 5 years total. This Solicitation is a 100 percent Small Business Set-Aside, in support of the Strategic Material Sourcing (SMS) Initiative. The estimated Solicitation Issue Date is August 11, 2003, with a Closing Date is September 10, 2003. This Solicitation/Award is FOB destination. The IQC Contract will provide both Stock and Surge coverage to various locations within the continental US. The proposed IQC contains an Option Clause to extend the Base year period, one or more times, in yearly increments, at the Government?s discretion. The total coverage of this contract will not exceed five (5) years. The DSCC buyer will not provide a hard copy of the Solicitation package. All responsible sources may submit an offer/quote which shall be considered. See note(s) 1 & 26. The solicitation will be available on its issue date of 11 August 2003. The Small Business size standard is 750 employees. Drawings/specifications will be available through the DIBBS or SRweb solicitation link in the synopsis on the solicitation issue date. Specifications, plans, or drawings are not available. The proposed procurement contains an option to extend the contract period one or more times at the discretion of the government. The total duration (base plus option years) shall no exceed 5 years. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation.
