Description
The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for mail and supply services. This is an OMB Circular A-76 Cost Comparison Study. This acquisition is being transitioned to a Streamlined Competition under the procedures of the Revised OMB Circular A-76, dated May 29, 2003. Certain deviations may be incorporated, as approved by OMB, for retention of the previous cost rules or procedures. The purpose of this study is to determine the most cost-effective method of providing these services for the NRCS office in Davis, California. Government personnel are currently performing these services. In accordance with OMB Circular A-76, commercial offers will be compared with the Government?s costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. Major components of this work include: providing mailroom support tasks including general mailroom operations (receiving, sorting, distributing, collecting, and sending mail), office reproduction services; vehicle maintenance service, central supply room operations, and pick up and delivery services; must have knowledge of FedEx, USPS, and UPS systems and rules. Major clerical support tasks include general office support functions, including typing, filing, copying, mail, faxing, and mail distribution; warehouse operations, small purchases, and maintains vehicle fleet in Davis, California. Any contract resulting from this solicitation will have a one-year base period and four one-year options. The lowest price technically acceptable selection process will be used with any resulting award being firm fixed price service contract. Technical and cost proposals will be required. This solicitation is being solicited unrestricted. NAICS Code: 561110, Office Administrative Services; size standard $6.0 million. The solicitation will be available on or about June 22, 2003, and will be available solely through the Federal Business Opportunities website at http://www.fedbizopps.gov. Instructions for downloading the solicitation are available at this website. Hard copies of the solicitation document will not be available. All responsible sources may submit a proposal, which shall be considered by NRCS. The U.S. Government reserves the right to retain the work in-house and make no contract award.
