- Description
- The Centers for Medicare and Medicaid Services (CMS) intends to award on sole source basis, under the Simplified Acquisitions Procedures, a firm fixed price award to Ms. Sheryl B. Rosenfield, RN, 135 Willow Street, Brooklyn, NY. The purpose of this acquisition is to provide technical expertise and training regarding the Resident Assessment Instrument process which includes the Minimum Data Set (MDS) Version 2.0. The Revised Long Term Care Resident Assessment Instrument User?s Manual Version 2.0, December 2002. The CMS Regional Office and State Agency RAI Coordinators and nursing home providers will have access to training that will improve care planning for each resident and the overall accuracy of resident assessment data reported on the MDS. In addition, with the anticipation of the development of RAI/MDS Version 3.0 in fiscal year 2004-2005. Ms. Rosenfield will provide training to the Regional Offices, State Agency RAI Coordinators and providers. The RAI/MDS is a clinical assessment tool required by CMS for use by Medicare or Medicaid Certified nursing home staff in assessing all residents. Ms. Rosenfield is a Baccalaureate Registered Nurse (RN) who is certified in gerontology through the American Nurses Association. She has been involved with the RAI/MDS since its inception in 1990, training state Resident Assessment Coordinators, provider RN Assessment Coordinators and professional organizations on the use of the RAI/MDS process. Ms. Rosenfield is a consultant to CMS, to states and providers with expertise in case-mix reimbursement, clinical documentation assessment, and care planning and other areas related to the RAI/MDS. Ms. Rosenfield has been involved in providing assistance to CMS on MDS issues during the past year, including the provision of training to subcontracted staff regarding the use of the MDS and has participated in pilot programs for accuracy of the MDS recognizant of its impact on finances for skilled nursing facilities (SNFs) and the quality of care of the residents. As a consultant of the Minimum Data Set, Ms. Rosenfield is in the position of having the most specialized experience and knowledge about: the instrument itself; instructional experience in the details of successful implementation; development of item coding instructions and training materials through membership with national assessment coordinators association; the intent behind every data item, and the nature of the data to be captured through experience or expertise required by CMS to support a national training tool for nursing facility staff and State surveyors to utilize and improve accuracy of coding items. Ms. Rosenfield is considered the most expedient and cost effective means to assist CMS in accomplishing its objectives.
