Description
It is the intent of the National Library of Medicine (NLM) to procure professional services on a sole source basis with American Medical Women?s Association to promote NLM?s exhibition and activities to the public. The contractor will perform the following services: Phase one: the identification and selection of congressionally-nominated outstanding women physicians to be featured in the upcoming NLM exhibition on ?Changing the Face of Medicine: Living Legends,? and Phase two: to identify 53 women physicians from those nominated to be honored at the 2004 American Medical Women?s Association conference. In consultation with the NLM, the contractor will design the oversight and selection process for selecting the 53 outstanding physicians to be featured in the Changing the Face of Medicine: Living Legends DVD; identify a committee of representative physicians to oversee the nomination and selection of outstanding female physicians from across the country; work with the congressional representatives? and senators? offices to nominate their local outstanding female physicians; work with the regional libraries of medicine to forward their candidates to the appropriate congressional representative or senator; work with American Medical Women?s Association branches and other medical groups and libraries of medicine, to identify and to forward their candidates to the appropriate congressional representative or senator; oversee the collection and compilation of the nominating materials for each of the congressionally nominated physicians; oversee the archiving of these above-mentioned materials; develop and distribute promotional materials highlighting these outstanding female physicians; arrange for these congressionally recognized doctors to be interviewed and featured at our annual meeting and at other regional meetings if timely; feature the Changing the Face of Medicine DVD at American Medical Women?s Association Interim Meeting and in American Medical Women?s Association publications; and identify other ways to promote the Changing the Face of Medicine exhibit throughout the year. The American Medical Women?s Association is uniquely qualified to provide this service. The proposed contractor represents women physicians nationally and maintains an historical and active library of members from which to assist the Congress in identifying qualified and outstanding women to nominate to the ?Living Legends? section of the NLM exhibition program. The contractor has an understanding of the NIH and NLM structure and is already familiar with the selection criteria developed by the exhibition advisory panel. They are capable of producing the deliverable in a timely fashion, have developed a similar congressional nomination process. The period of performance is a critical element: Phase one must be completed by August 30, 2003; Phase two must be completed by February, 2004. This service will be procured under FAR Part 13 ? Simplified Acquisitions. This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal that will be considered by the NLM. Firms interested in responding to this notice must be able to provide the professional technical services as specified above. Responses should demonstrate the firm's ability to meet the Government's requirements. Responses are required within 15 (fifteen) calendar days from the publication date of this notice.
