THIS IS A MODIFICATION TO SOLICITATION NUMBER DTFH61-03-Q-00174. BELOW ARE RESPONSES TO QUESTIONS FOR CLARIFICATION REGARDING THE SOLICITATION. PLEASE NOTE: THE SOLICITATION CLOSING DATE HAS BEEN EXTEND UNTIL TUESDAY, AUGUST 5, 2003. QUESTION #1. The period of responding is unusally short. What precipitated the urgency? A short response time coupled with a tight limit on the proposal length often signals that an agency has a contractor in mind. Is this the case? This was an oversight - the proposal response date will be extended for an additional 10 calendar days - the revised proposal response date for this solicitation will be Tuesday, August 5, 2003 - 2:00PM Eastern Time. The 10 page limited determined to be a sufficient number of pages by the technical chairperson for this solicitation. No, FHWA does not have a vendor in mind for this requirement. Question #2. May the Business Proposal be submitted via fax? Only the SF-18 cover page and the Reps and Certs can be faxed, the actual proposal must be sent either electronically or via uniformed courier by the specified date and time. QUESTION #3. The Statement of Work (Task 4) makes reference to a "Technical Panel". What is the intent? Who comprises this panel? ANSWER: The Technical Panel is comprised of FHWA and State DOT staff with an interest or expertise in work zone safety and construction, including the COTR and members of the Office of Infrastructure, Operations, and Safety. The technical panel will evaluate proposals for this solicitation, and meet with the contractor to discuss the project and its progress. QUESTION #4. A quick review of this requirement suggests that there are already commercially available products that supply protection against lateral work zone intrusion and comply with NCHRP 350. What is the relationship of this study to existing technologies? Is the FHWA looking for superior systems? What additional features are believed to be needed? Where is innovation needed? ANSWER: The FHWA is looking for new technology in this area, that will meet the parameters outlined in the solicitation. The goal of the effort is to develop specific design parameters and operating characteristics for a new system to be designed for protection of mobile operations. If the contractor is aware of existing systems that exist which will completely satisfy the needs of FHWA, those should be indicated and outlined in the proposal.
