- AMENDMENT #1 This acquisition has been changed from a 100% small business set aside to a sole source acquisition. The following paragraph replaces the original Request for Quotation. The government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) and FAR 6.302-1(a)(2)(i). The proposed source is Knights Armament Co., Vero Beach FL. The item being procured is 688 each Knights Armament M203 Quick Release Mounts for M-4 Weapon Systems, Part number 96174, NSN 1005-01-452-3528. This synopsis is being published for information purposes only. This notice of intent is not a request for competitive quotations; however, any quotations received within three (3) days of the issuance of this amendment will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any questions should be directed to Susie Slivinski at 937-257-6146 ext. 4216. ORIGINAL REQUEST FOR QUOTATION QUICK RELEASE MOUNTS FOR M-4 WEAPON SYSTEMS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation #F33601-03-T-0187 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. This acquisition is 100% set aside for small business. The associated NAICS 332994. The size standard is 1000 employees. This RFQ is being conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). This RFQ has one line item. Quotes are being requested on a brand name basis only. Line Item 0001: 688 each Knight?s Armament M203 Quick Release Mounts for the M-4 Weapon System; Part Number 96174; NSN Number 1005014523528. A copy of FAR Provision 52.212-3 and DFARS Provision 252.212-7000, Contractor Representations and Certifications-Commercial Items, must be completed and submitted with quotation. A copy is available under this solicitation number at http://www.pixs.wpafb.af.mil/. Delivery is required as soon as possible. FOB point is Destination. Quoted prices must be delivered prices. There will be four delivery locations: 60 to be shipped to Eglin AFB FL; 263 each to Kirtland AFB NM; 80 each to Tinker AFB OK; and 285 each to Wright-Patterson AFB OH. Award will be based on best value to the government. Evaluation factors are price and delivery time. Copies of all provisions and clauses, including Representations and Certifications, are available at http://farsite.hill.af.mil/. Contract financing will NOT be provided for this acquisition. Contractor must be registered in CCR prior to award. The Government will make an award from this request for quotation to the responsible quoter whose quote will be most advantageous to the Government. The Government reserves the right to not make an award at all. By submission of a quote, the quoter acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation.
