Description
THIS PRE-SOLICITATION NOTICE HAS BEEN CHANGED TO REFLECT CHANGE IN MAGNITUDE OF THE PROJECT AND EXPECTED SOLICITATION RELEASE DATE. This acquisition is a competitive set aside for HUBZone certified firms nationwide. This acquisition is subject to the North American Industry Classification System (NAICS) code of 236220 and Standard Industry Classification (SIC Code) 1542, with a size standard of $28.5 million. This project consists of furnishing all necessary plant, labor, supervision, materials, licenses, permits, insurance, transportation, and equipment to perform a professional high quality fire sprinkler system installation for 20 Missile Alert Facilities (MAFs). Work will be prosecuted within limited access, military secured, US Air Force Missile Alert Facilities. The MAF's are located within the remote vicinity of Sterling CO, Kimball NE, Sidney NE, Cheyenne WY, and within 90th Space Wing, F. E. Warren AFB, WY command and control. Work includes, but is not limited to: Removal and reinstallation of all attic insulation. Removal and disposing of existing standpipes and fire hose cabinets. Installation of a dry steel piping system throughout building with sprinkler heads for both main floor and attics, IAW NFPA 13 and 13R. This includes all controls and piping from the existing fire pump and water storage tank. Also includes the installation of a dry fire hydrant to the existing underground water tank. Also includes the installation of attic draft stop, attic walkway, and attic lighting. Transporting and setting-up a Government supplied sleeping trailer for Air Force occupants (day sleepers only). The work shall be performed while each MAF site remains operational. The solicitation is for 6 MAFs with 14 option MAFs. The performance period is 360 days for the basic MAFs and 60 days for each option. Magnitude of this project is between $1,000,000 and $5,000,000. The negotiation technique to be utilized for the contemplated award of the issued solicitation is Performance Price Trade-Off (PPT). Under PPT, past performance will be evaluated. The solicitation will be available on or about 25 July 2003 via the Internet at the following address: www.eps.gov At the home page select EPS for Vendors.
