- THIS COMBINED SYNOPSIS/SOLICITATION IS CANCELLED. This is a combined synopsis/sole source solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, F04626-03-Q-0017, is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-14 and Defense DCN 06-03. The solicitation listed here is 100% small business set aside. The Federal Supply Class (FSC) is 6110. The North American Industry Classification System is 335313 and the associated business size standard is 750 employees. The items listed herein are the only products that meet the minimum needs of the government and thus constitute a BRAND NAME only requirement; no equals will be accepted. The manufacturer of all the products below is Cummins. This request for quotation consists of the following: Item 0001 Cummins digital power command controller, model PCIL200 for controlling and monitoring eight (8) Cummins/Onan diesel generator sets, 1 to 2 load sheds, generator data display. See attachment for specifications. Item 0002 Enclosure type NEMA 3R, outdoor, weather resistance, corrosion resistance. Digital Power Command Paralleling System for controlling up to eight (8) generator sets with microprocessor controls. All controls housed in a metal-clad cabinet(s). Each section 30 inches W x 60 inches deep x 90 inches high. There may be two (2) sections. Units will be installed in metal-clad NEMA 3R outdoor cabinet. Enclosure shall include lifting hooks/eyelets with water tight seal so the enclosure can be raised by a crane or hoist and provisions to lift the enclosure with a forklift vehicle. See attachment for specifications. Item 0003 Remote monitoring capability. Includes gateway module, modem, and applicable software. See attachment for specifications. Items shall be delivered to Travis AFB, CA no later than 112 days after receipt of order. Price is to include FOB Destination charges to Travis AFB, CA. The following provisions and or clauses apply to this acquisition. Offerors must comply with all instruction contained in FAR 52.212-1, Instructions to Offerors-Commercial. Instructions to Offerors - Commercial Items Offerors who fail to quote the exact items listed in this RFP will be considered non-responsive. FAR 52.212-2 Evaluation-Commercial Items, paragraph (a) to this provision is completed as follows: Price alone. FAR 52.212-3, Offeror Representation and Certification-Commercial Items, a completed copy of this provision shall be submitted with the offer. Quotes without this provision will not be considered for an award. FAR 52.211-6, Brand Name or Equal applies. DFARS 252.225-7000, Buy American Act-Balance of Payments Program Certificate applies and must be furnished.
