Description

NA The proposed contract is set aside 100% for small business concerns. The planned date for the release of the solicitation is July 1, 2003. The Contractor shall provide all labor, materials, equipment and supervision needed to test, purge, pressure, retro - fill, repair and perform emergency repairs on transformers and oil switches at West Point. The Contractor shall test approximately fifty (50) energized transformers twice each year - once in November and once in July. The tests shall include, but not be li mited to, the following: dielectric, acid number, interfacial tension, color, specific gravity, visual condition, sediment, PCB count, ASTM test method D-3612-02, gas-in-oil analysis by gas chromatography, and oil levels. The Contractor shall provide a wri tten report of transformer test findings and recommendations. The Contractor shall test approximately twelve (12) oil switches each year. The tests shall include, but not be limited to, the following: PCB count, dielectric, and moisture content. T he Contr actor shall provide a written report of the oil switch test results. The Contractor shall provide all needed parts for repairs. The Contractor shall provide emergency services within twenty-four (24) hours of notification. The Contractor shall be responsib le for remediation of any material spilled as a result of this operation.
