Description
The Department of the Army, TACOM-ARDEC at Picatinny Arsenal, NJ intends to issue a Request for Quotation to provide the Government with a data base consisting of the measured magnetic dipole moments of some military vehicles. Using this data base, the contractor will compute the expected target-tracking performances of magnetic gradiometers and acoustic/magnetic multisensors. The contractor will be required to design an experiment to measure the permanent and induced magnetic dipole moments of physically large objects, such as main battle tanks and armored personnel carriers and execute the experiment on some selected military vehicles. After performing a data analysis, the contractor is required to provide the Government with a data base consisting of these measured magnetic dipole moments and using the data base compute the expected target-tracking performances of magnetic gradiometers and acoustic/magnetic multisensors. The contractor is also required to provide all the personnel, instrumentation, and supplies for data collection. The period of performance is six (6) months after contract award. This requirement will be awarded utilizing Simplified Acquisition Procedure and will be placed on a sole source basis to Quantum Magnetics, Inc., 15175 Innovation Drive, San Diego, CA 92128-3401 under the authority of 10 U.S.C. 2304 (c)(1), and FAR 6.302-1(a)(1)(2), Only One Responsible Source. It is not economically nor timely to compete this requirement given the costs necessary for another contractor to design, develop and build magnetic gradiometers and TANKTRACKER signal-processing software to detect and track military ground targets.
