- NA This procurement consists of one solicitation with the intent to award up to four Fixed Price Service Contracts(regionally situated) to mirror the new Facilities Engineer organization. Roofing projects currently under the jurisdiction of the Louisville Dis trict, or those that become under the Louisville District program support to the Army Reserve's mission will be included in these Service Contracts. The NAICS code for this project is 541350. The Government anticipates one or more contracts will be awarded , each with a base period of one year and four oe-year option periods. Offerors will be evaluated on the following criteria: 1) specialized experience; 2) past performance; 3) management approach 4)price. The successful firm will be th eone (s) that best d emonstrate a commitment to design excellence, provide a viable team organization that optimizes geographic diversity and demostrates technical training expertise. Contracts will be awarded to those firms determined to provide the best value to the Govern ment. Modifications under these contracts will be issues as Firm Fixed Price. The contract period will not exceed five years.(i.e. Base year with 4 one-year options). The primary objective for these contracts are to provide ACSIM-ARD with expert Consultin g Services for a variety of roofing tasks and projects at Army Reserve facilities located through out the US and its protectorates including, but not limited to 1) Preparation of objective evaluation/surveys of existing roof assemblies with recommendations for repair or replacement and estimated costs; 2) Update and maintain existing TREMCO datebase to reflect collected survey data; 3) Development of a comprehensive training program to include development of training videos and of accompanying technical man uals and details for selected roofing systems for USARC field personnel including project designers, inspectors, and maintenance personnel and 4) Full time on-site Quality Control Monitoring, or scheduled site visits to Army Reserve Centers as directed by ACSIM-ARD. Solicitation DACA27-03-R-0017 will be issued apporximately 06 August 2003, with proposals due on 05 September 2003 (local time). The specifications will be available on the Internet only. Project files are Portable Document Format (PDF) and c an be viewed, navigated or printed using Adobe Acrobat Reader. The reader is contained in the solicitation package. System requirements are 486-based personal computer, Microsfot windows 3.1 or greater, 8MB application RAM, 4MB hard disk space and compac t disc drive.
