SOURCES SOUGHT: THIS IS A SOURCES SOUGHT ANNOUNCEMENT SEEKING SMALL BUSINESS PROGRAM FIRMS--A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS ANNOUNCMENT IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND SOLICIT INPUT FOR TECHNCIAL AND ACQUISITION PLANNING PURPOSES. THERE IS NO BID PACKAGE OR SOLICITATION, THERFORE, NO TELEPHONE CALLS WILL BE ACCEPTED REQUESTING A BID PACKAGE OR SOLICTATION. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. Southwest Division, Naval Facilities Engineering Command is seeking small business program sources with current relevant qualifications, experience, personnel, and capability to perform a contract to provide Janitorial Services at various locations in San Diego County, California to include Naval Air Station North Island, Naval Amphibious Base Coronado, Naval Outlying Landing Field, San Clemente Island, Fleet Combat Training Center Pacific Point Loma, and Marine Corps Air Station Miramar. This potential requirement may also be expanded to award multiple janitorial service contracts, which will allow all awardees to compete for task order work at military installations in California, Arizona, Nevada, and New Mexico. It should be noted that any potential source would be required to employ custodial personnel with a valid ?SECRET? security clearance to access various areas on military installations. The North American Industry Classification System (NAICS) Code is 561720 ? Janitorial Services. The Small Business Size Standard is $14M. Respondents shall provide information related to contracts where the respondent was the prime contractor. All capability information shall include: Contract number; customer (DOD agency, other government agency, commercial client); point of contact name, email address, telephone and fax numbers; contract value and type of contract; period of performance; and description of product/services. Interested sources are invited to respond to this sources sought announcement by providing, at a MINIMUM, the following: 1) Business Size: Specify your firms average annual gross revenue for the last three years. Identify whether your firm meets the small business size standard of $14M for NAICS Code 561720. If your firm is a qualified small business, identify your small business classifications as defined by the Small Business Administration (Small Business, 8(a), HUBZone, Small Disadvantaged Business, Women-Owned Small Business, Service Disabled or Service Disabled Veteran Owned Small Business, or other SBA approved classification). For more information refer to http://www.sba.gov/. 2) Financial Capability: Provide financial documentation showing capability to manage a contract with an estimated value of $1,000,000 to $5,000,000 per year. Documentation may be in the form of an Income Statement, Statement of Cash Flows, Balance Sheet, Tax Returns, or any other documentation that would demonstrate financial capability; 3) Past Performance: Provide references including contract numbers, points of contact, email address, and telephone numbers for janitorial services contracts that your firm has performed during the last three years. These may be Government or Commercial; 4) Experience: Briefly describe the contracts your firm has completed in the last 3 years demonstrating experience in performing work similar in scope and magnitude to this potential requirement. At a minimum, your experience must show capability to effectively manage a contract for work performed concurrently at multiple locations in San Diego County or similar area. Ideally, your experience would demonstrate capability to manage multiple contracts and/or task orders for janitorial services at military installations throughout CA, AZ, NV, and NM. 5) Security Clearance: State whether your firm currently has employees with valid ?SECRET? security clearance, and if so, the number of employees holding such clearances. If not, briefly describe your capability to obtain ?SECRET? security clearances. 6) Management Capability and Staff Size: Briefly address your firm?s management capability and staffing to handle janitorial work at multiple locations in San Diego County. Then address the feasibility of your firm performing janitorial work under a multiple award contract scenario throughout CA, AZ, NV, and NM. Provide any procurement or technical recommendations that would improve the viability of this potential procurement. All data received in response to this Sources Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the government. Information received after the deadline may not be considered in evaluating the janitorial services contractor market. However, late submissions or the absence of submissions will not preclude firms from participating in future solicitations (if any). Since this is a sources sought announcement, no evaluation letters or results will be issued to the participants.
