Description

The Naval Undersea Warfare Center Division, Newport intends to award a Sole Source contract on a Fixed Price basis to ITT Cannon, Santa Ana, CA for 104 each TTL Electrical Umbilical Cables in accordance with Government provided drawing #76Z2795-17 Rev. U. The item is part of the TOMAHAWK Cruise Missile System. Required delivery is within 182 days, FOB Destination, Newport, RI. Other than Full and Open Competition procedures are being used because the drawings are SOURCE CONTROL DRAWINGS and ITT Cannon is the only approved source. As the contractor already has the specification and drawings, they are not available for release. The approval process involves interface testing of the subject cable with a TOMAHAWK missile under various conditions, as well as ?wet? and dry testing, since the environmental parameters under which the cable is designed to function include that of a flooded, pressurized torpedo tube. The delay required for approval of an additional source of supply, including the lead time for a first article, as well as additional time required for the coordination, performance, and evaluation of qualification testing, would greatly exceed our delivery requirement of 182 days.
