Description
NAICS Code: 541710 The U. S. EPA, intends to negotiate on a sole source basis with Perdue University, for a Report and Computer Model for Source Identification of Sediments and Nutrients in Watersheds under the authority of FAR Part 6.302-1. The Land Remediation and Pollution Control Division, National Risk Management Research Laboratory requires the development of an optimization model for assessment of geomorphologic resolution (or scale) on sediment yield in agricultural watersheds. The objective of this requirement, calls for developing a physically based and distributed parameters model for management of sediment and nutrients in a selected watershed. This objective will be achieved through: (1) examination of the role of physical resolution and scale on sediment and nutrient yields in the watershed; and (2) demonstrating the use of optimization-based approaches for sediment source identification. This acquisition will contain the EPA Acquisition Regulation (EPAAR) Clause 1552.211-79, Compliance with EPA Policies for Information Resources Management which requires contractors to provide compliant Section 508 services and supplies. EPA source research indicated that Purdue University, is uniquely qualified to meet this requirement. This notice is not a request for quotations. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of completing this work. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The anticipated award date is August 31, 2003. See numbered Note 22.
