Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotation being requested and a written solicitation will not be issued. This solicitation, FE440730130043, is being issued as a Request for Quotation (RFQ). This combined Synopsis/Solicitation for the purchase of a runway friction measuring and reporting system for testing airport runways, taxiways, and road surfaces at Scott AFB IL. The Air Force Flight Standardization Agency has provided tested and approved the following equipment and a brand name only justification has been approved for the acquisition of ONE OF THE FOLLOWING, NO SUBSTITUTE WILL BE CONSIDERED. Grip Tester MK2, Findlay Mu-Meter Mark 6, Douglas Bowmonk AFM2 Mark 3, Sherwin In general terms the system shall meet the following requirements: Be a trailer system that incorporates the electronic measuring system to work in conjunction with a computer carried in the towing vehicle, give a continuous reading while being towed with any type of vehicle, work with vehicles with anti-lock braking systems, meet USAF standards, have algorithm written into the computer software converting readings into USAF Runway Conditions Reading (RCR) values, test rubber buildup on surfaces, be accepted by the Federal Aeronautic Administration (FAA), design must simulate the contact ground loading and wheel center tracking spread of a typical military aircraft and must be a robust machine that is capable of continuous operation in any weather conditions. Must be able to measure friction on a 12,000 ft runway in a single pass. Proposals will be due 16 May 2003 by 12:00 PM (CST). Interested parties shall provide quotes to 1st Lieutenant Tatron Williams at Tatron.Williams@scott.af.mil or 618-256-9260. A firm-fixed price contract is contemplated. This action will available for FULL OPEN COMPETITION. The applicable North American Classification System (NAICS) code is 334514, and the small business size standard is 500 employees. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer is conforming to the solicitation and will be most advantageous to the Government. Overall price (total aggregate amount) is the evaluation factor. Potential offerors MUST register at www.eps.gov in order to receive notification and/or changes to the solicitation. Potential offerors are responsible for monitoring this site for the release of the solicitation package. All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with Central Contractor Registration (CCR) at https://www.ccr.dlsc.dla.mil/ccr in order to be eligible for award. Registration requires applicants to have a DUNS number from DUN & Bradstreet. Registration may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award. NOTE: The response date cited above is an estimate, not an actual. The closing date and time for submission of offers will be contained in the solicitation package. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any bid/proposal preparation costs.
