- NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. The U.S. Army Engineer District, New Orleans, intends to make a Non-Competitive Negotiated 8(A) award under the authority of FAR 19.811-1 to Creole Chief, Inc. of Belle Chasse, LA for the services of a Tug Boat and Spud Barge. The Spud Barge is to be a mi nimum size 110 ft. x 40 ft, W/core hole in the middle between 12 and 16 inches in diameter, with handrails, to operate in 5-20 ft. of water. Tug shall be of sufficient size to hold barge on site. The work is to be done near Houma, LA on Morganza to the G ulf Project. Equipment on-load and work to begin on or before 28 July 2003 and ending on 11 August 2003. The Spud barge and tug are needed for 15 days. Drill rig truck, supply truck and water truck will be loaded onto barge at Dulac, LA near the drillin g site. This Notice of Proposed Contract Action is made to fulfill the requirements of Far 5.2. Contract No. DACW29-03-P-0205, Sol icitation No. DACW29-03-T-0079 is being awarded as a Non-Competitive 8(A) award under the authority of FAR 19.811.1, DFARS 219.804-2(2) and the Partnership Agreement (PA) dated February 1, 2002, between the Small Business Administration (SBA) and the Depar tment of Defense (DoD).
