Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. _____DESCRIPTION: Our requirement is to obtain approximately 12,500 license seats and annual product license and support for a password management tool. The password management tool will be used to set password aging, last login, account integrity, and ot her account management tasks. The password management tool MUST be able to do ALL of the following: 1. Password management tool must support Lotus Domino applications, iNotes and IBM Lotus Instant Messaging and Web Conferencing (Sametime) and Team WorkPlace (QuickPlace). 2. It must enable single sign on as well as user-managed, secure, synchronized passwords. 3. Requires no client-side software. 4. Must be supported by the following operating systems: Microsoft Win32 (Windows 98, ME, NT 4.0, 2000, XP). 5. Must provide ALL of the following features: A. Synchronizes multiple passwords: allow user to synchronize HTTP, NT and LDAP passwords and Notes ID File. B. Plug-ins for Sametime Connect authentication & Domino LDAP authentication. C. Checks password quality (Following options can be enabled or disabled by the Administrator): i. Minimum length ii. Password cannot contain the username iii. Password cannot be in a customizable list of words iv. Password must contain a configurable number of numeric characters v. Password must contain a ‘special’ character (from a customizable list) vi. Password must contain at least one lowercase character vii. Password must contain at least one uppercase character viii. Password cannot be set to a previously used password ix. Password cannot contain any variation of the user’s name x. Password cannot can not be a dictionary word (used for lists of 10,000 + words) xi. Dictionary lookup can be enabled in three ways: a) Notes DB and a list accessed through Javascript b) Checks password quality on both client and server sides c) Maintains HTTP password history: Administrator can set how many times a user must choose a new password before they can reuse an old one. D. Enables configurable ‘Expire On First Login’ functionality: Ensures that the user will not continue to use the password given out by the Administrator. E. Enables configurable password expiration intervals, e.g. every 15 or 30 days. F. Enables password expiration grace period: Administrator can select a grace period or timeframe in which users must change their passwords. G. Stores last login date and time. H. Enables strikeout limit functionality: Administrator can set how many logon attempts can be made before the user strikes out. I. Enables strikeout message functionality: Administrator can compose a custom message that the user sees when they strike out. J. Enables strikeout logging functionality. K. Provide strikeout event functionality. L. Upgrades access level from Author to Editor, preventing end users from bypassing security and auditing functionality enabled by the Administrator. M. Disables Internet Explorer ‘Auto Complete’ function. N. Stores ‘set password’ date and time. O. Logs invalid usernames. P. Logs passwords used. Q. Enables console logging i. Three different levels: ii. Informational – enables activities to be logged iii. None R. Verbose – needed for debugging purposes S. Enables ‘set password’ logging. T. Enables single sign on across multiple Domino domains. U. Enables self-registration: allows end-users to create their own user accounts without administrator involvement. V. Adds Help Desk Ma nager Utility. W. Allows administrator to write custom messages to users to prompt them through the login process. X. Enables challenge question and answer functionality. Y. Enables forced challenge question and answer functionality: Administrator forces users to set their challenge question and answer before login. Z. Enables e-mail random password functionality. AA. Recovers passwords without Admin level intervention: Delegates unlocking strikeouts to helpdesk personnel without increasing their level of security access. BB. Supports localization: administrator can easily modify logon screens in any language. CC. Supports multi-server topology. DD. Includes a graphical user interface (GUI). _____APPLICABLE PROVISIONS: FAR 52.212-1, Instructions to Offerors--Commercial Items; FAR 52.212-2, Evaluation-Commercial Items; FAR 52.212-3 ‘Offeror Representations and Certifications--Commercial I. items with their Offers’; FAR 52.212-4, Contr act Terms and Conditions--Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (includes the following 52.222-26, 52.222-35, 52.222-36, and 52.222-37). _____PROPOSAL FORMAT. Quotations are to be submitted in the following format: The contractor shall submit a separate technical and cost proposal. Technical proposals need to specifically lay out how proposed product meets EACH of the requirements stated above, and any upgrades available, multi-license discounts, and license upgrades. The proposal shall not simply rephrase or restate the Government’s requirements, but rather, shall provide convincing rationale to address how the Offeror and the prop osed product meet the requirements outlined above. Product literature/brochure(s) containing technical specifications of the proposed product and warranty provisions must be included in the technical proposal. Offerors shall assume that the Government ha s no prior knowledge of their facilities, product, or experience, and evaluation will be based on the information presented in the Offeror’s proposal. No oral quotes will be honored. _____EVALUATION. The Government intends to award a Firm Fixed price contract / purchase order, resulting from this solicitation, to the responsible Offeror whose offering represents the ‘best value’ to the Government, price and other factors con sidered. This may result in an award to a higher rated, higher priced Offeror, where the decision is consistent with the evaluation factors. Offerors shall be evaluated in accordance with the criteria contained in the solicitation, including technical (c apability of the item offered to meet the criteria outlined above), price and past performance. Technical capability will be evaluated by how well the proposed product(s) meet the Government requirement. Responses shall be submitted NLT 12:00 noon EST 01 August 2003 to: TaLisa M.
