Description
SUBJECT: Request for Technical and Price Proposal; AUTOMATIC MARKSMAN SCORING SYSTEM 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. Solicitation number is F41689-03-R-0040 (previously announced under a sources sought synopsis, notice number F41689-03-R-HQXP). This solicitation is issued as a Request for Proposal (RFP). 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. 4. This procurement is being conducted using full and open competition procedures. The NAICS code for this requirement is 333319; Size Standard is 500 employees. 5. Contract line item (CLIN) 0001 is a Range Computer; CLIN 0002 is Individual Firing Points (with a unit price based on 20 to 25 units); CLIN 0003 is Training; CLIN 0004 is Maintenance; Quantity is 20 to 25 systems. The automatic marksman scoring system shall include one range computer, 20 to 25 individual firing points, training, and 1-year maintenance in accordance with the Statement of Need (SON) below. This will be a firm fixed-price contract. 6. Item description is reflected in the statement of need as follows: STATEMENT OF NEED FOR AUTOMATIC MARKSMAN SCORING SYSTEM 1.0 Purpose: The purpose of the project is to conduct a proof-of concept for electronic marksman scoring systems. 2. 0 General Requirement: Computerized scoring system that detects shots fired and provides immediate feedback to the instructor and trainee with respect to their target and has recording and compiling statistical data with printout capability. AMSS is a programmable system that may be used in galleries or open-air ranges with varying distance capability. Firing lanes are 3 ½ feet wide and 25 meters long. System must b durable equipment for outdoor ranges with heavy use. 2.1 Specific Contract Requirements: 2.1.1 Required Characteristics: System must be able to score the current M16A2 Air Force Qualification Course (AFQC) for the Zeroing Phase, Practice Phase, and Qualification Phase. System must use computer-controlled targets. Target system must be set up at 25 meters in a side-by-side configuration. System must transmit shot data immediately to a remote monitor at the firing point and also to the range control computer. System must be capable of recording and printing statistical data including a final score card in the form of an Air Force Form 710. System must operate in weather conditions with 25 degrees to 120 degrees Fahrenheit and be waterproof. Targets must conform to use of frangible ammunition without a decrease in shot accuracy detection. System must provide required functions without weapon modifications (no tethers or wires which would limit trainee movement). System must be for LIVE fire utilizing M193 ammo versus laser using blank ammo. One-year maintenance and support (during test period) is required. One week of training to seven instructors must be provided. 2.1.2 Desired Characteristics: System should provide sighting corrections after each relay. System should be upgradeable/expandable to incorporate multiple targets at varying distances for other courses of fire in the future. System maintenance should be performed within a four-hour period of notification of problem and provided free of charge within the first year of service. 3.0 Estimated Period of Performance: Minimum of 1-year warranty period on equipment and parts including labor. END OF STATEMENT OF NEED. 7. The contractor shall deliver the automatic marksman scoring systems to 342 TRS/CWF, Building 950, Capt Thomas Clarke or Lt Leo Martin, 9001 Patrol Road, Medina Annex, Lackland AFB, Texas, 78236. Acceptance will be by 342 TRS/CWF at Lackland AFB. Date of delivery is to be determined. 8. FAR 52.212-1, Instructions to Offerors – Commercial, applies to this acquisition (Full Text at Attachment #1). 9. FAR 52.212-2, Evaluation – Commercial Items, applies. Technical capability will be evaluated by how well the proposed product meets the government requirement. Evaluation Basis for Award: Award will be made to the offeror who has the lowest priced, technically acceptable proposal (Full Text at Attachment #1). 10. Include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, with you offer (Full Text at Attachment #1). Also complete the certification at DFARS 252.225-7000 and return with your offer. 11. FAR 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition (Full Text at Attachment #1). 12. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues of Executive Orders – Commercial Items, applies to this acquisition (Full Text at Attachment #1). 13.
