- The U.S. Department of Commerce, NOAA plans to issue a Request for Quote (RFQ) for Charter Vessel Services to support NOAA/National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center squid fishing gear modification study within the Southern Gear Restriction Area. This acquisition is for two fishing vessels (sister-vessels preferred), rigged with Loligo fishing gear, to perform a paired-tow study for a period of up to 6 calendar days each or a single vessel for a period of up to 12 calendar days beginning on January 19, 2004. The contract period begins 2 September 2003. The point of mobilization and demob will be the homeport of each vessel. Vessel(s) must be available one day prior to scheduled cruise date for staging/loading of scientific equipment. The charter vessel must meet all requirements found in applicable sections of CFR, Title 46, part 28 and U.S. Coast Guard regulatory requirements. The vessel(s) must include crew and be capable of sufficient size, range, and endurance to conduct operations safely and sufficiently. Each vessel must be capable of providing separate berthing space for males and females for a total party of 3 persons per vessel and must be of sufficient area and arrangement to provide working space for the scientific party and scientific gear. The vessel(s) must also be capable of retaining catches of scup and Loligo generated by towing at 3.5 knots for one hour and sampling in water depths of 40-200 fathoms. The vessels must be capable of a cruising speed of at least 10 knots and carry provisions for at least 14 days at sea. Additional vessel specifications and work to be performed shall be in accordance with detailed specifications to be provided in the RFQ. This award is set-aside 100% for small business, is intended for award under simplified acquisition procedures and may result in a multiple award.
