- DESC: SOLICITATION NOTICE FOR THE NATIONAL INSTITUTE OF HEALTH AT THE NATIONAL INSTITUTES OF HEALTH (NIH), BETHESDA, MD. This acquisition is a Full and Open Procurement under NAICS Code 233320, per FAR 36.204 estimated construction cost is more than $10,000,000.00. It is the intent of the NIH to procure this project under a two (2)-step acquisition process. The First Step will pre-qualify construction contractors for a bidders list to provide all services for the construction project. Under the Second Step the qualified contractors shall submit a Bid for the aggregate amount of the Base Contract and for the Three Options for the project construction. Base Bid and Options are detailed on the drawings and specifications or other solicitation documents. Construction of the project is to be completed within 26 months from the notice to proceed including any options exercised. PROJECT DESCRIPTION: The work includes all materials,labor, supervision, commissioning and any other associated cost necessary to renovate building 6 and 6A and construct a New Addition 6C at the National Institute of Health in Bethesda, Maryland. The project consists complete of renovation for approximately 72,000 gross square feet (gsf) and partial renovation of another 24,000 gsf. The new addition building will be approximately 17,500 gsf on three levels. The General Contractor selected will require specialized organizational and planning skills for coordinating a large number of highly skilled subcontractors to ensure that the final built structure meet the contract documents and construction deadlines. All interested general construction firms may participate according to the aforementioned ?Two-Step Sealed Bidding? (FAR Subpart 14.5). A partial set of plans may be purchased through the design architect Bernard Johnson Corporation, 1375 Piccard Drive, Suite 350, Rockville, MD 20850, (phone 301-208-2600) for a cost of $22.00 per set. Only cashiers checks, money orders, or certified checks made out to Bernard Johnson Corporation will be accepted. These sets of drawings are not complete construction documents, and only offer enough information to learn about the general characteristics of the project and be able to submit their credentials for having constructed similar projects. CONTRACTOR QUALIFICATION STEP ONE: Contractors interested in competing for the award of the project shall submit six (6) sets of their technical qualifications to the Contracting Officer in writing. The written qualifications shall not exceed 50 pages. The following criteria are listed from most to least heavily weighted; i.e. past performance is more heavily weighted than management plan and within the past performance list, type of facility and volume of work is weighted more heavily than confined site interfacing with adjacent construction. The government will determine the capability of each offeror on the basis of its response to the following criteria: A. Past Performance: Each offer will be rated based on the Government?s evaluation of the Offerors past performance on recent projects for similar services. Offerors will be required to identify all current projects more than 50% complete and all projects completed within the past five years, which meet a minimum threshold value. The threshold value is defined as ??any project on which the Offeror served as the General Contractor or At Risk Construction Manager and for which the total cost of construction exceeded $10,000,000?. The Government evaluation will be based on the Offerors? written submissions describing the projects, interviews of references provided by the Offerors, and past performance evaluations available through the NIH-ABC and GSA databases. The past performance evaluation subfactors, in descending order of importance, are: i. Similarity of Projects: ?Type of facility and volume of work. Of the projects identified under paragraph A, ?Past Performance?, at least 3 must meeting the minimum threshold, at least one of which must have been a biomedical research facility, at least one of which must have been an occupied renovation and at least one of which must have exceeded $20,000,000 in value. ?Confined site interfacing with adjacent construction. A minimum of one of the three projects.Contract form.Government work. A minimum of one of the three projects.Geographic proximity.A minimum of one within a one hour drive from NIH Suburban campus situation.A minimum of one of the three projects. Phased work or schedule milestones. A minimum of one of the three projects. How pleased would the reference be to work with the Offeror again. Contractor shall provide references for each of the three projects. References must be favorable in terms of schedule, cost control and quality control. B)Management Plan: Each offer will be rated based on the Government?s evaluation of the Offerors project specific management plan. Management plan subfactors, in descending order of importance, are: 1.Key Personnel. Provide qualifications of key personnel as related to the project. For the prime contractor include at least the project manager and superintendent and for major subcontractors include at least the management persons who will be most heavily involved in the project on electrical and mechanical.11.Work Plan/ CPM Schedule. The contractor shall provide a schedule showing occupancy of both Building 6 and Building 6C at 630 days after notice to proceed. Occupancy of the B1 level of Building 6A shall be shown at 780 days from notice to proceed. The schedule shall show at least 15 other milestones with no more than 60 days between any two consecutive milestones. The schedule will be based on Building 6 being empty at the time of notice to proceed except for around 1000 square feet on the fourth floor. Building 6A will be fully occupied except for around 1000 square feet on the second floor. The contractor will be required to renovate the 1000 on the second floor of Building 6A and allow two weeks for the remaining occupants to move to the renovated space. The contractor will be allowed to work in Building 6 but not shut down utilities until the remaining occupants move to Building 6A. Work will also be limited in Building 6 until temporary access has been built and temporary utility connections made. iii. Corporate Resources. How well do the Offerors human, equipment and financial resources demonstrate its ability to successfully complete the contract. How well does the Offerors corporate history demonstrates its ability to successfully complete the contract. Is or has the Offeror ever been disbarred by any state or local government entity? Has the Offerors right to proceed with the contract work been terminated for default by the Owner on any project within the last five years? Is the Offeror involved in any current litigation that may affect its ability to complete this contract). How well does the firm?s current backlog versus its historic backlog for the past five years and current bonded amount versus bonding capacity substantiate its capacity to complete the contract and respond to changing demands. The technical proposal shall not include prices or pricing information for this project. The response to Step One, technical submissions, must be received on or before August 04, 2003 3:00 PM local prevailing time. Responses shall be submitted to the above address at zip code 20892-5711 and shall include the contract point/person of the submitting firm, phone number, fax number and an alternate person/contact point. Offerors should submit a technical proposal that is acceptable without additional explanation or information. The government may make a final determination regarding a proposal?s acceptability solely on the basis of the proposal as submitted. The Government may proceed with the second step without requesting further information from any offeror; however, the Government may request additional information from offerors of proposals that it considers reasonably sure of being made acceptable, and may discuss proposals with their offerors. A notice of unacceptability will be forwarded to the offeror upon completion of the proposal evaluation and final determination of unacceptability. Faxed or e-mail proposals will not be accepted BIDDING-STEP TWO: Each contractor selected under Step One will be invited to submit a sealed bid for the project Base Bid, Option One, Option Two and Option Three, on the form provided by the Government in the request for Bids. The basis of contract award is low qualifying Bid including all Options. If exercised, option(s) or any combination of options may be exercised by the Government on or before July 30, 2004. Information on delivery or performance requirements is not binding on the Government and the actual delivery or performance requirements will be contained in the invitation issued under step two. Specifications and Drawings will be available to qualifying contractors in step two at the cost of $785.00 a set, up to the week prior to the bid due dated or until supplies are exhausted.
