Description
NA 1. CONTRACT INFORMATION: Architect-Engineer services are required for two (2) Indefinite Delivery-Type (Multi-discipline) contracts for Tobyhanna Army Depot, PA, but may be used throughout the North Atlantic Division. These contracts will be for a cumula tive total of $3,000,000.00 each. The North American Industry Classification System (NAICS) Code is 541330. The contracts will each be for a 12-month period and will contain an option to extend for up to two additional periods. The contract amount for the base period and option periods will not exceed $1,000,000 annually. Individual task orders shall not exceed the annual contract amount. When multiple contracts for multi disciplinary services exist, task orders will be assigned based on the AE workload, geographic area, and specialized experience and project requirements. Contracts will be firm fixed price. This procurement is unrestricted. The anticipated awards are November 2003. SUBCONTRACTING PLAN REQUIREMENTS: If the selected firms are large busi ness concerns, a subcontracting plan with the final fee proposal will be required, consistent with Section 806 (b) of PL 100-180, PL 95-507, and PL 99-661. A minimum of 45 % total planned subcontracting dollars shall be placed with small business concerns . At least 20% of total planned subcontracting dollars shall be placed with small disadvantaged businesses (SDB), including Historically Black Colleges and University or Minority Institutions; 10% with women-owned small businesses (WOSB); 3% shall be plac e with HubZone Small Businesses (HubSB); 3% with Veteran-owned small business (VOSB); and 3% with Service Disabled Veteran-owned small business (SDV). The subcontracting plan is not required with this submittal. The type of contract proposed is firm fixe d price. 2. PROJECT INFORMATION: a) Work may consist of preparation of reports, and for design, master planning, and other architect engineering services for alterations, maintenance, repair and minor/new construction projects; development of plans and s pecifications for individual project, including renovation, repair or construction of building or building systems; replace of utility plants and systems, such as air conditioning, heating, mechanical, ventilation, interior and exterior electrical supply a nd distribution; site work including roads, pavements, drainage structures and other land improvements. The firm selected must have architectural and engineering services either through in-house staff or through the use of consultants. The firms shall have the capability to evaluate existing conditions and provide on-site assistance to develop solutions to maintenance, repair, and construction requirements; provide economic analyses; and engineering feasibility studies. Related services, as furnishing draw ings, specifications, and cost estimates will also be required. In addition to, routine designs including contract documents, the contractor will provide evidence in the following special preparation of project documents such as electronic preparation of D D Form 1391 (Military Construction Project Data) in accordance with Army Regulation 415-1, preparation of Applicable Defense Logistics Agency manuals and Project Development Brochures (PDBS) in accordance with Technical Manual 5-800-3; preparation of econo mic analyses for projects; providing asbestos and lead paint PCB and/or CFC design services such as surveying, testing, abatement, design, contract specifications, cost estimates, preparation of construction procedures, and provide design services for stor m water management, sediment and erosion control. The contractor must also have the capability to provide vertical transportation design (elevators, escalators, etc.) and be able to accomplish elevator/inspection and, escalator certification services. b) The AE firms selected shall provide final design products in the following format: Products are required to be performed using Version 2000i AUTOCADD, A SPEC an d Microsoft word; however, the AE will be required to provide any digitized and/or translation serves necessary to deliver the final design products in the desired CADD format: 1). CADD Deliverables: a) General: All drawings to be provided under this con tract shall be accomplished and developed using computer-aided design and drafting (CADD) software and procedures conforming to the following criteria. b) Graphic Format: All CADD data shall be supplied in Autodesk, Inc., AutoCAD, release 2000i, native el ectronic digital format (i.e., .dwg), with Windows 2000, version 5.00.2195, service pack 3, operating system. The contractor shall ensure that all digital files and data (e.g., base files, reference files) are compatible with the Installations target CADD system and adhere to the standards and requirements specified herein. The term compatible means that the data can be accessed directly by the target CADD system without translation, preprocessing, or post processing of the electronic digital data files. It is the responsibility of the contractor to ensure this level of compatibility. c) CADD Standards: Standard drawing size shall be 30x42. Standard Title Block will be provided. Standard Border Sheet will be provided. Paper Space shall not be used. d) Delive ry Media and Format: A copy of all CADD data files developed under this contract shall be delivered to the Installation on electronic digital media at project completion. The electronic digital files shall be provided on compact disk, read only memory (CD- ROM). The electronic digital media shall be in the format, which can be read and processed by the Installation target CADD system. The external label for each electronic digital media shall contain, as a minimum, the following information: 1. The Installat ion Project Title, Project Number and Date. Before a CADD file is placed on the delivery electronic media, the following shall be performed: 1) Remove all extraneous graphics outside the border area. 2) Make sure all reference files are attached without d evice or directory specification. 3) Include all files, both graphic and non-graphic, required for the project (i.e., color tables, pen tables, font libraries, block libraries, user commands files, plot files, etc.). 4) Make sure all support files such as those listed above are in the same directory and that reference to those do not include device or directory specifications. 5) Include standard sheets (i.e., abbreviation sheets, standard symbol sheets, etc.) necessary for a complete project. 6) Document any fonts, line types, hatch patterns etc. that are developed by the A/E that are not part of the standard AutoCAD software program. The contractor shall obtain Installation approval before using anything other than standard AutoCAD fonts, line types, hatc h patterns, etc. 7) Each finished drawing (sheet) shall have its own separate drawing file. 3. SELECTION CRITERIA: The criteria, which will be the basis for selecting firms, are identified in Numbered Note 24. The lead AE firms should have the capabiliti es either in house or through the use of the subcontractors to provide the following: The staff must be capable of responding to multiple work orders concurrently and will include registered or certified: architects, interior designers, planners, civil, el ectrical, mechanical, including plumbing, fire protection, sanitary, structural, and geotechnical engineers, landscape architects, environmental, foundations, surveyors, cost estimators, and at least one certified industrial hygienist. Design services fo r stormwater management, sediment and erosion control, and National Pollutant Discharge Elimination System (NPDES) permitting (including obtaining all necessary state permits, etc.) is required. Experience with historic restoration and the State Historic Preservation Office; and have experience with State and Federal Environmental laws, NEPA (National Environmental Policy Act, and RCLA (Resources Conservation an d Recovery Act) is required. Experience with energy studies, preparation of project development brochures (PDB) and experience in the use of MCACES is required. Additional special criteria include the following: (a) Responding AE firms must provide dis cussion of their ability to provide the final design products in the indicated CADD format. (b) Specialized experience with the preparation of feasibility studies and the design. 4. SUBMISSION REQUIREMENTS: See Note for general submission requirement. In terested firms having the capabilities to perform this work must submit one copy of SF 255. A SF 255 must be submitted for prime and joint ventures and a SF 254 must be submitted for prime, joint ventures and consultants to the above address, not later th an the close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday or Federal holiday, the deadline is the close of business on the next business day. Include the firm ACSS number on the SF 2556, 3b. On t he SF 255, Block 6, provide the ACASS number for each consultant (if available). If your firm does not have an ACASS number, it can be obtained from the Portland District, Corps of Engineers ACASS database by calling (503) 808-4591. On the SF 255, Block 9 , provide contract award dates for all projects listed in that section. On the SF 255 and SF 254 shall clearly indicate the staffing of the office of the office indicated to perform the work. One Preselection and Selection Board will be conducted from th is solicitation. It is imperative that all s mall disadvantaged businesses contact their cognizant Small Business Administration Office to obtain Small Disadvantages Business Certification. Without SBA SDB certification, neither a prime contractor nor a federal agency can receive SDB credit when uti lizing non-certified SDB contractors/subcontractors. Solicitation packages are not provided for this contract. Answers to questions will be limited to facts about the Tobyhanna Army Depot and will not include opinions, suggestions or feedback on ideas re lated to these projects.
