ANY RESTRICTIONS ON THE COUNTRY OF ORIGIN OF PROPOSING CONTRACTORS WILL BE IDENTIFIED IN THE ADVERTISED SOLICITATION DOCUMENTS. THIS PROJECT IS A REQUEST FOR PROPOSAL (RFP), BEST VALUE, ONE- STEP SOLICITATION. In general, the work shall consist of the following: Improvement of 172 km of existing road in the high jungle area of the Huallaga River Valley. The work will consist of realigning portions of the road, providing an unimproved rock sur face, installing drainage culverts and headwalls, low-water crossings, retaining walls and other toe protection of work surfaces, and box culverts. Estimated cost range of the project is from $25,000,000 to $50,000,000. Solicitation documents should be a vailable on or about 18 August 2003. Mr. Leo J. Hickman will be the Contracting Officer for this project. NOTE No. 1. REGISTRATION: This solicitation will be issued electronically over the Internet. It will not be issued on CD-ROM or in a paper medium , although the U.S. Government reserves the right to resort to such media if it is in the Government's best interest. To download a copy of the solicitation and be placed on the Plan Holders List, Bidders (Offerors), Subcontractors and Dodge/Plan Rooms mu st first register on the Internet. Registration should be completed one week prior to the issue date for the solicitation. Telephonic, mailed, or fax registration requests will not be accepted. Registration must inc lude the firms physical address, telephone and fax numbers, and a point of contact. Those registering are responsible for the accuracy of the information on the mailing list. NOTE No. 2. DOWNLOADING: Once you have registered, go to http://www.sam.usace.army.mil/ and then go to View/Download Solicitation Files to download a copy of the solicitation. Notification of amendments to this solicitation will only be made through the internet. It is therefore the Bidders (Offerors) responsibility to check the af orementioned website daily for any such notices. However, the actual amendments may be issued by either fax, CD-ROM or posting to the website. NOTE NO. 3: THIS PROJECT WILL CONSIST OF FIVE BIDDING SCHEDULES CONTAINING ONE TO TWO SECTIONS OF ROAD ON EACH. CONTRACTORS MAY, BUT ARE NOT REQUIRED, TO PROPOSE ON ALL FIVE BIDDING SCHEDULES. THE GOVERNMENT MAY AWARD ONE OR TWO CONTRACTS AS DEEMED IN I TS BEST INTEREST. NOTE No. 4. SUBMITTALS: All bid forms, bid bonds, and other normal documents required for the bid submittal (offer), including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be accep ted. NOTE No. 5. Critical Path Method (Network Analysis System) is required. NOTE No. 6. SMALL BUSINESS: Not Applicable. NOTE No. 7: PRESOLICITATION NOTICES: Effectively immediately, Presolicitation Notices will no longer be issued by the Mobile District for projects in the Continental United States and Puerto Rico. Advertisement of such Mobile District projects will be t hrough FedBizOpps and/or the Mobile District Contracting Homepage. Detailed information on this and other Mobile District projects (Ordering Solicitations, Points of Contact, Synopsis of Work, Plan Holders, Bid Results, etc.) is available on the internet at http://www.sam.usace.army.mil/. Note No. 8: PRE-PROPOSA L CONFERENCE AND SITE INSPECTION (a) There will be a pre-proposal conference held at the Marriott Hotel, Lima, Peru at 9:00 a.m. (local time) on 28 August 2003. All interested Contractors may attend. Mr. Jorge Velasco will conduct the conference. Contractors must have an English-speakin g representative in attendance at the pre-proposal conference. It is requested that a representative of each offeror attend the pre-proposal conference. Number of attendees is limited to four from each firm. Names of individuals (and the information abo ve) from each company who will attend the conference should reach Mr. Jorge Velasco at address below no later than five (5) working days prior to the conference. Offerors should visit the site and take such other steps as may be reasonably necessary to asc ertain the nature and location of the work, and the general and local conditions which can affect the work or the cost thereof. Failure to do so shall not relieve offerors from responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government shall assume no responsibility for any understanding or representations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the Request For Proposals, th e specifications, or related documents. In this regard, Offerors should note Contract Clause FAR 52.236-3 Site Investigation and Conditions Affecting the Work. (b) Site inspections by the Contractor are currently planned to be allowed on 2 - 5 September 2003. Contractors shall meet at Juanjui, Peru, at 8:00 a.m.(local time) on 2 September 2003. The purpose of the conference is to familiarize the bidders with th e scope of work, address bidders questions concerning the project, participate in a site visit to become familiar with the existing site conditions, and familiarize the bidders with the Best Value process. Attendance at the conference is strongly recommen ded. Minutes of the pre-proposal conference will be prepared by the Government and placed on the internet at http://www.sam.usace.army.mil/.
