Small Business Set-Aside: Total Small Business
Description: The National Park Service, Isle Royale National Park, is soliciting bids for all labor, materials, transportation and travel necessary to design, fabricate and install fall protection systems for six different tank farms, with various numbers of tanks, at each location at Isle Royale National Park as follows: Mott Island - one system with four tanks; Rock Harbor - one system with three tanks; Windigo - two systems each one with one tank, and the second with four tanks; Amygdaloid - one system with one tank; and Malone Bay - one system with one tank. Systems shall consist of a complete guardrail system around all openings on the top of the tanks and a slip-resistant inboard walking platform on one side of the opening. The platform shall be fabricated to allow access to all openings. Access to the top of the tanks shall be either by fixed ladders with walk-through handrails and safety cages, or stairs with handrails and slip-resistant inboard walking/work platform and all required guardrail systems. System shall meet all OSHA requirements. Tanks are presently in use and contain diesel, gas, or ave gas. Isle Royale National Park is a large, remote island encompassing 571,790 acres in Lake Superior located 70 miles from the mainland administrative area in Houghton, Michigan. Access to the island is limited to boat and seaplane, and due to the duration of travel, daily commutes are not an option that necessitates stays of long duration. From the eastern to western end is a 45-mile boat trip. The park is open from late April through October winterized then abandoned for the winter. For work under this contract, the National Park Service will provide free round trip travel aboard the Ranger III from Houghton, Michigan for Contractor personnel and transportation of materials during regularly scheduled trips. Commercial transportation is available to the island at the Bidder's expense from the following: Voyageur II, Grand Portage, Minnesota (715) 392-2100; Wenonah from Grand Portage, Minnesota (715) 392-2100; Isle Royale Queen III, Copper Harbor, Michigan (906) 337-4993. The Government will provide transportation of personnel to Windigo, Amygdaloid, and Malone Bay. The Contractor will be required to make lodging arrangements through the Rock Harbor Lodge (906) 337-4993 for work to occur at Mott Island and Rock Harbor. The Government will provide housing and a kitchen area at Windigo. There is no available lodging at Amygdaloid or Malone Bay, however, the Contractor will be allowed to use the campground. For other lodging/camping arrangements, the Contractor will be required to provide food and bedding for the duration of the contract. Work is scheduled to being next Spring/Summer in accordance with the dates outlined in the Solicitation. The Solicitation with be issued electronically on the Department of Interior's National Business Center (NBC) website at http://ideasec.nbc.gov. Offerors interested in the doing business, and receiving a copy of the Solicitation must register on the Fed Biz Opps website. The Solicitation with specifications shall be posted on or about August 14, 2003. NO HARD COPIES OF THE PACKAGE WILL BE ISSUED. A hard copy of the Bid shall be submitted to the address identified in the Solicitation package, on or before 3:00 p.m. local prevailing time on September 12, 2003.
