- The US Army Special Operations Command, Fort Bragg, North Carolina has a requirement for the replacement of carpet and cove base in Building E-2929, Desert Storm Drive, Fort Bragg, North Carolina. The contractor shall provide all labor, equipment, materials and transportation unless otherwise specified in the statement of work. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All quotes shall reference the Request for Quotation number USZA92-03-T-0046. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. It is the Contractor's responsibility to be familiar with all applicable clauses and provisions. The North American Industry Classification System (NAICS) is 442210. The small business size standard is $6 million in average annual receipts over the preceding three fiscal years. This requirement is 100 percent set aside for small business. The contractor shall remove existing carpet, furnish and install carpet and cove base in colors that coordinate with the existing color scheme. Carpet shall be removed and new carpet installed in all hallways and the entrance to the latrines in Building E-2929. Drawings will be provided at the site visit with the location of all carpet being replaced. The carpet shall consist of a pattern with a solid color carpet in the opening to the offices. Carpet shall be no less than 26 ounce and protected by Scotchguard or equal. The contractor shall be responsible for all measurements. The contractor shall thoroughly sweep area to remove all dirt and other foreign material from the work site at the end of each workday when work is complete. The Contractor shall fill all voids and depressions with a leveling compound and remove all raised spots in the floor. Carpet shall be installed with minimal seams. The cove base shall be replaced and snap-on cove base reinstalled on modular walls. The target start date for this project is 15 September 2003 with a completion date no later than 4 weeks from start date. The contractor shall accomplish contract work between the hours of 5:00 PM and 6:00 AM Monday through Friday and 8:00 AM-5:00 PM Saturday and Sunday. The contractor shall not perform contract work during other times without the written approval of the contracting officer. PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: The following Federal Acquisition Regulation (FAR) provisions are applicable to the acquisition. Full text clauses and provisions are available at http://farsite.hill.af.mil. 52.212-1, Instructions to Offers-Commercial Items; 52.212-2, Evaluation Commercial Items, with the following evaluation factors inserted in paragraph (a) of the provision: Quotes shall be evaluated as to acceptable samples of carpet to include sufficient commercial detail description, color name and color number, price, and delivery (project completion). Offerors who do not submit samples of carpet proposed will be eliminated from competition. Offerors shall provide alternate quotes when proposing more than one type carpet. Offerors shall indicate proposed project completion date on each proposal submitted. As this factor will be rated highly in evaluation, offerors are encouraged to submit alternate quotes proposing differing completion time lines. A best value award will be made to the responsible offeror submitting an offer found to be most advantageous to the government. The Basis of Award and evaluation factors are, in descending order of importance: (1) Completion date and Performance Period, (2) Acceptability of carpet sample in compliance with the specifications, and (3) Past Performance. Past Performance shall include three or more references from a project of the same complexity and magnitude. Provide the name, phone number, contract number and period of performance. ?52.212-3, Offeror Representations and Certifications-Commercial Items and Defense Federal Acquisition Supplement (DFARS) 252.212.7000, Offeror Representations and Certifications-Commercial Items are applicable to this requirement and offerors shall include a completed copy of the Representations and Certifications with their bid. The following FAR Clauses are applicable to this acquisition: 52.237-1, Site Visit; 52.237-2, Protection of Government Buildings, Equipment, and Vegetation; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, with the following clauses being applicable to the solicitation: 52.222-21, 52.222-26, 52.222-35, 52.222.36, 52.222-37, and 52.232-33; 52.219-6, Small Business Set Aside. Additionally, DFARS 252.204-7004, Required Central Contractor Registration; 252.212-7001, Contract Terms and Conditions Required To Implement Statutes Applicable to Defense Acquisition of Commercial Items, with the clause 252.225-7024 applicable; and 252.225-7001, Buy American Act & Balance of Payments Program. QUOTES ARE DUE: Quotes shall be received at HQ-USASOC ATTN: AOCO (Ella Porter), Fort Bragg, North Carolina, 28310, not later than 2:00 p.m. ET, 15 August 2003. Electronic submissions, to include fax and email, will not be accepted. Quotes and samples shall be mailed or hand carried to HQ, US Army Special Operations Command, ATTN: AOCO(Contracting), Bldg E-2929, Desert Storm Drive, Fort Bragg, NC 28310. Quotes shall include: (1) letter signed by an individual authorized to bind the organization, with a schedule of offered items to include Line Item 0001, Remove Carpet in Building E-2929 1 Lump Sum, Line Item 0002, Furnish and Install Carpet in Building E-2929, 1 Lump Sum, samples of carpet to include sufficient commercial detail description to allow evaluation for compliance, color name and number of carpet, and indication that the target installation date can be met, (2) Past Performance Information, (3) completed Representations and Certifications, and (4) acknowledgement of any amendments that may be issued. Any amendments that may be issued will be published in the FedBizOpps, the same as the combined synopsis/solicitation. A site visit will be conducted on 7 August 2003 at 9:30 AM. No cell phones, pagers, palm pilots or laptop computers will be allowed in the building. Contractors interested in attending shall coordinate with Ms. Ella Porter no later than 4:00 PM 5 August 2003.
