Description
LBL anticipates awarding a fixed price IDIQ/Requirements contract for the following: Services include, but are not limited to all supervision, labor, tools, equimpment, resources and work necessary to repair and maintain approximately 364 miles of roads and 357 miles of trails. LBL has approximately 482.7 miles of roads, 118.7 of which are paved roads designated as Forest Highways and maintained by their respective states, either Kentucky or Tennessee. These Forest Highways are not included in the scope of this PWS. There are approximately 45 miles of paved and 247 miles of aggregate and natural soil system roads. In addition there are approximately 50 miles of cemetery and 22 miles of interior facility roads. Of LBL?s 357 miles of trails, approximately 100 miles receive intermittent maintenance; the other 257 miles receive infrequent maintenance. The roads and trails are a combination of bituminous paved, gravel, and native material. Refer to Attachment 12 - ROAD INVENTORY and Attachment 13 - TRAILS for more detailed information on specific roads or trails. Work on roads and trails will include, but not limited to cleaning ditches; surface grading; roadside spraying of herbicides; mowing; culvert cleaning, replacement, and installation; reshaping gravel surfaces, ditches, and slopes; erosion control; spot surfacing; total resurfacing; pothole repair; pavement patching; bituminous pavement resurfacing; erecting and replacing signs; tree and limb removal; snow and ice removal; traffic control; guard rail, gate, and barrier installation and repair; bridge repair and installation; and pavement striping. Work on Environmental Stewardship activities that are included in Roads and Trails Maintenance are road barricades for hunts; mowing of highway corridors; open land maintenance; SBR and EBP bush hogging, erosion control, herbicide application, water gap cleaning and maintenance, fence repairs, removal of downed trees and limbs, feeding elk and bison, and other services as required. These Environmental Stewardship activities are included here because the resources needed are the same as for roads and trails maintenance. A site visit / pre-proposal conference will be held on Thursday, September 4, 2003, in the LBL Administration Building beginning at 8:00am. Reservations for the conference can be made by contacting Glen Kinder at (270) 924-2045. All reservations must be made no later than Thursday, August 28, 2003. Transportation for the tour of LBL will be provided to no more than 3 representatives per contractor. Test program procedures under FAR Subpart 13.5 are being used for this solicitation.
