- The U.S. Dept. Of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Ocean and Coastal Resource Management (OCRM),Estuarine Reserves Division (ERD) requires contractor services to assist NOAA and the National Estuarine Research Reserves System (NERRS) to implement selected recommendations from the National Strategy for NERRS Land Acquisition. Objectives include: (1) draft guidelines and develop supporting materials for reserve-based development of land acquisition plans that can be incorporated as a component of state-level land acquisition plans, emphasizing identification of acquisition projects that directly relate to NERRS mission and niche, i.e. opportunities for research, stewardship and education (including restoration potential); (2) assess the potential for partnerships and common strategies in land acquisition through the identification of trends and shared organizational priorities in land acquisition with federal agencies and national level organizations. Tasks include: (a) develop a matrix and trends document that identifies national level federal agencies and organizations involved in estuarine land acquisition programs, highlighting mission, project criteria and how they characterize target properties; (b) work with ERD and steering committee NERRS managers to convene and facilitate a workshop or seminar (at NOAA Headquarters)to bring representatives of these agencies and organizations together to discuss common priorities, strategies and the potential for a common strategy around NERRS land acquisition; (c) develop a reference document/guidelines to assist reserve managers in the development of site acquisition plans, including successful case study examples and strategies, the interface with development of state-level site acquisition plans and incorporate a section on elements needed for Coastal and Estuarine Land Protection (CELP) project proposals, including identification of land acquisition projects with restoration potential; (d) identify an appropriate NERRS performance measure for land acquisition for incorporation into the NERRS performance measurement system, using the NERRS Land Acquisition Inventory as a baseline reference; (e) work with ERD and the project steering committee to select a minimum of three reserves in a pilot activity to work with reserve managers in the development of a State-level matrix that identifies state and local level agencies and organizations involved in estuarine land acquisition programs, highlighting mission, project criteria and priorities for acquisition and an assessment of trends and common priorities amongst these groups; (f) develop text fo a one page flyer for use at the reserve level with potential partners and organizations that discusses the benefits of land acquisition projects for the NERRS, including strategies for participation. Deliverables include: 1) project workplan; 2) matrix document; 3) workshop report; 4) site acquisition plan development guidelines; 5) recommendations for NERRS performance measure; 6) three draft site-level land acquisition plans and recommendations for a NERRS performance measure relating to land acquisition in the system; 7) one page flyer. The Period of Performance is Date of Award through 200 days. Interested contractors must possess the following: 1) expertise in project development and management and demonstrated experience related to land acquisition approaches and strategies; 2) familiarity with government and non-government organizations and agencies involved in land acquisition; 3) excellent communication skills and the ability to work with a geographically diverse group of national and state partners and agency affiliations is required, as well as a commitment to an iterative and participatory process of project design and implementation; 4) familiarity and past experience working with NERRS. The resulting purchase order shall be negotiated as a firm fixed price. The award will be made on a best value basis using simplified acquisition procedures (FAR Part 13). Far Clause 52.213-4 applies to this solicitation. Best value evaluation factors include the following: 1) Technical Approach; 2) Past Performance; 3) Personnel; and 4) Price. Interested contractors are invited to review the attached Statement of Work entitled: National Estuarine Research Reserve System Land Acquisition Strategy Implementation dated 7/22/03 and submit a proposal which includes capabilities information along with a completed C* Vendor Profile Form (website: http://www.rdc.noaa.gov/~amd) to the address above for evaluation, to be received no later than August 18, 2003. The information set forth in this Pre-Solicitation notice is an advanced copy of NOAA's Request For Quote (RFQ) that becomes final unless otherwise modified before the response date. Interested contractors are hereby advised that proposed changes to the Federal Acquisition Regulation (FAR) require that contractors be registered in the Central Contractor Registry (CCR) in order to receive payments after September 30, 2003.
