Description
This is a Formal Announcement of the Department of the Commerce/ National Oceanic and Atmospheric Administration's A-76 Cost Comparison Study in support of the Department of Commerce/ International Trade Administration's administrative positions. In accordance with the public announcement procedures the Competition Sourcing Official (CSO), Contracting Officer (CO), and Agency Tender Official (ATO) are identified below: Mr. Otto Wolff, CSO Mr. Joel Perlroth, CO Mr. Hamilton Humes, ATO In accordance with the published inventory to the Office of Management and Budget a total of 28 positions were identified for this study. This requirement is being conducted as a streamlined competition process in accordance with the Revised OMB Circular No. A-76 dated May 29, 2003. The streamlined process requires an agency to determine an estimated contract price for performing the activity with a private sector source, using documented market research or soliciting cost proposals. This study is being conducted using market research. ITA's 2001 Federal Activities Inventory Reform (FAIR) Act Report included these Commercial Activity (CA) functions, which are the primary emphasis of the upcoming cost comparison include 1) providing customer service for various organizational units within ITA in the Washington DC metropolitian area, 2) processing incoming mail and document deliveries by receiving, sorting, analyzing, and distributing items, 3) maintaining all files, logs, and records which may include devising a filing system for each organizational unit, 4) providing logistical support for meetings and conferences, and 5) providing office automation support in the development of briefing materials. The services, which are currently provided by Government personnel, were announced for Commercial Activity Cost Comparison Study in accordance with the OMB Circular A-76. In accordance with the OMB Circular A-76, the offer determined to represent the best value to the Government will be compared to the Government's proposal to perform the services. The purpose of the study is to determine the most efficient and cost effective method of providing various services for the Department of Commerce/International Trade Administration's activities. Commercial proposals will not be sought if it is determined that Government performance is more advantageous. The projected end date of this acquisition is September 30, 2003. At the conclusion of the market research a formal decision will be announced in FEDBIZOPS.
