Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Genetic Epidemiology Branch (GEB) plans to procure on a sole source basis with American Histolabs Inc., 7605-F Airpark Road, Gaithersburg, MD 20879, for the continued preparation of hematoxylin and eosin (H&E) slides from formalin fixed paraffin embedded blocks of breast cancer collected in a National Cancer Institute (NCI) sponsored case-control study in Poland.. One of GEB main study objective is to examine breast cancer risk in relation to reproductive and hormonal factors, physical activity, active and passive smoking, alcohol consumption, occupational exposures, and genetic factors. Since this is on continuation of ongoing reacher it is American Histolabs is the only vendor who can continue the preparation of the H&E slides for this project with out the introduction of new variables and that will maintain comparability across stains done at different times. This service is considered commercial as defined in FAR Part 2, and this acquisition is being made in accordance with the test program using simplified procedures for certain commercial items as authorized in FAR 13.5. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, without introducing new variables into an ongoing experiment it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 2:00 p.m. EDT, on August 6, 2003. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov . It is the vendor's responsibility to call (301) 402-4509 to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. NAICS 541380.
