Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. F1931E31630400 is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-14. This acquisition is reserved for small businesses; however, the Government will accept proposals from all businesses. In the event of insufficient small business participation, award will be made on an unrestricted basis. The associated NAICS code for this acquisition is 334519. McConnell AFB KS plans to acquire the following items: One (1) each Weatherpack 2000 basic unit, self-contained one piece weather monitoring station, Coastal Environmental Systems P/N: S1030; one (1) each Built-in electronic compass, Navico fluxgate, Coastal Environmental Systems P/N: S1085W; One (1) each Wind monitor, prop/vane style, Coastal Environmental Systems P/N: S1104W; One (1) each Sensor, barometric pressure +/- 1 millibar at 22 deg, C +/- 3 mbars over ?30 to +65, includes baffle and port system, Coastal Environmental Systems P/N: S1081W; One (1) each Sensor, relative humidity and air temperature +/- 3% accuracy, includes radiation shield and mounting bracket, Coastal Environmental Systems P/N: S1276W; One (1) each Carry case, custom fit cases for complete system, includes canvas carry bag for tower, Coastal Environmental Systems P/N: S9722; One (1) each Tower, portable 3 meter rapid set-up with communication port and external power port, Coastal Environmental Systems P/N: S1127T; One (1) each System integration and test, Coastal Environmental Systems P/N: S1323; One (1) each Sensor, Ceilometer cloud height sensor ? 12K range portable, Coastal Environmental Systems P/N: S1349W; One (1) each Supply, AC power with charger for battery, overcharge protection, low voltage cut-off, 110-120 AC-, 220 ? 240 AC (auto switching). Rated for wide temperature range ? 30 to + 60 degree C, Coastal Environmental Systems P/N: S7513; Two (2) each Solar power panel, Coastal Environmental Systems P/N: S3888, One (1) each Solar panel bracket, Coastal Environmental Systems P/N: S7337, One (1) each Cases, carrying, for Ceilometer, and visibility sensor and extra solar panels, Coastal Environmental Systems P/N: S9722. The following provisions in their latest editions apply to this solicitation: FAR 52.212-l, Instructions to Offerors, Commercial. FAR 52.212-2, Evaluation, Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor will be used to evaluate offers: Price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. FAR 52.212-3, Offerors Representations and Certifications, Commercial Items (offeror shall include a completed copy as part of their quote. A copy of the Offerors Representations and Certifications may be obtained from http://farsite.hill.af.mil). FAR 52.212-4, Contract Terms and Conditions, Commercial Items. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders. Additional FAR clauses cited within the above clauses, which are applicable, will be incorporated into the solicitation and the resulting contract. Award will be made to the most responsive offeror proposing this equipment determined to be the most advantageous to the government in accordance with the evaluation factors listed above. FOB shall be Destination. Award can only be made to contractors registered in Central Contractor Registration (http://www.ccr.gov).
