Description
?Sources Sought Synopsis? This is a sources sought as well as a mechanism for obtaining feedback from industry in regard to the general requirements as stated in this synopsis. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. The Program Executive Office Integrated Warfare Systems (PEO IWS) has tasked Naval Air Warfare Center Aircraft Division (NAWCAD), Surface Communications and Information Systems Division (SCISD), Multi-Mission Datalink Systems Branch, Patuxent River, St. Inigoes, MD to be the Acquisition Engineering Agent (AEA), Design Agent (DA), and the In-Service Engineering Agent (ISEA) to support the introduction and life cycle management of the AN/SRQ-4 Radio Terminal Set and Associated Equipment as well as other components of the Light Airborne Multipurpose System (LAMPS) MK III Weapon System. The anticipated contract will provide engineering, technical, and logistics services in support of the LAMPS MK III AN/SRQ-4 Radio Terminal Set (RTS) and Associated Equipment. The support includes but is not limited to performing installation certifications of the AN/SRQ-4, providing ISEA support services for installations, defining hardware requirements, operation and maintenance of a LAMPS information retrieval system, and logistics planning and monitoring. Specifically, the contractor shall provide engineering, technical and logistics support for the LAMPS MK III AN/SRQ-4 RTS program and associated systems by fulfilling the following tasks: monitor production tests, review production contract deliverables; develop and maintain test and evaluation procedures for AN/SRQ-4 equipment aboard ship, specifications to enable the Government to purchase test equipment, repair documentation; provide systems engineering, analysis, and test on equipment and subsystems of the AN/SRQ-4; provide expert level engineering support to several joint service working groups that facilitate the interoperability of Common Data Link (CDL) systems; analyze, radio frequency emitters and interference, and requirements and define necessary simulation systems and interfaces of AN/SRQ-4; provide theoretical analysis to define problem areas and solutions; develop field changes; develop engineering change proposal (ECP) documentation; coordinate and track installation and checkout of AN/SRQ-4 on ships; perform on-site installation certifications, verifications, tests, and checkouts in accordance with AN/SRQ-4 Installation and Certification Procedures; provide ISEA support services for AN/SRQ-4 installations; generate and maintain on a quarterly basis a fleet AN/SRQ-4 inventory; perform an audit of all Navy AN/SRQ-4?s and associated equipment; maintain parts inventory; provide logistics support; monitor integrated logistics support (ILS) reliability and maintainability, training, hardware and software, packaging, handling, storage, transportation, and technical documentation; prepare detailed status and funds expenditure reports; perform quality assurance by creating and maintaining inspection system plans, quality assurance procedures, and quality audits. Contractor shall be required to segregate invoice costs. Personnel and facility requirements will include the necessity to have or obtain SECRET clearances. Key labor categories may be: Program Manager, Senior Electronics Engineer, Senior Field Technician, Computer Systems Analyst III, and Logistics Analyst. Non-key labor categories may include: Project Electronics Engineer, Junior Engineer, Engineer, Microwave Engineer, Digital Design Engineer, Circuit Design Engineer, Computer Programmer II, Management Analyst, Field Technician, Electronic Technician I, Electronic Technician II, Electronic Technician III, Technical Editor, Word Processor II, Drafter II, Supply Clerk, Technical Typist, Typist I, and Data Entry Clerk. The period of performance consists of one base year plus four option years with performance commencing approximately 01 April 2004, with four 12-month option periods, which if exercised by the Government, will extend the period of performance of the resultant contract through 31 March 2009. Services shall be performed at NAWCAD, St. Inigoes, at the contractor?s facility, on board ship, or other designated locations. The proposed contract will be subject to the Service Contract Act. The North American Industry Classification System (NAICS) Code is 541330 with a small business size standard of $23 million. This action is a follow-on to Contract N00421-98-C-1270. The incumbent is Honeywell Technology Solutions, Inc., 7000 Columbia Gateway Drive, Columbia, MD, 21046. Basis for award of the resultant contract will be best value to the Government, cost and non-cost factors considered. It is the Government?s intention to release the solicitation, including any subsequent amendments, via the Internet in Microsoft Word format, with attachments to be provided in Microsoft Word, Microsoft Excel, PowerPoint, and Portable Document Format (PDF). Eventual complete solicitation and related documents will be made available on the NAVAIR Home Page at a later date. Potential Offerors responding to this sources sought announcement will be notified via email when the solicitation is released. It is recommended that you respond to this synopsis if you would like to be notified electronically upon release of the solicitation. Interested sources should provide a capabilities package no longer than 10 pages demonstrating ability to perform the services listed above. This documentation should address, as a minimum, the following: (1) prior/current corporate experience in performing similar efforts within the past three years including contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact and current telephone number, and a brief description of how the contract referenced relates to the engineering, technical, and logistics services described herein, (2) company profile to include number of employees, annual revenue history, office locations, and DUNS number, (3) resources available to support such as corporate management and personnel to be assigned to the project to include professional qualifications and specific experience of such personnel, and (4) management approach to recruiting and retaining qualified personnel.
