Description
The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida (NSWCDDCSS), intends to award a sole-source firm-fixed price contract to AP Labs, Inc., San Diego, California for twelve upgraded Landing Craft Air Cushion (LCAC) Control and Monitoring Systems (CAMS) including options for up to an additional twelve CAMS. The upgrades to the CAMS include: ? Electrical and mechanical upgrades to include improved power harness and power assembly LRU for use with CAMS-specific power supply, a new AC EMI filter in with integrated power connector, use a DC Static Inverter in the FS-1270 chassis, front door modifications incorporating DC circuit breaker, a redesigned input/output panel LED?s, 2-line text display, and adding a Health Monitoring sub-system customizations for CAMS, Bull-nose front door customizations. ? Software upgrades to incl ude items like: a Fault Isolation software module, Health Monitoring sub-system firmware customizations for CAMS, Interface software for serial link between CPU and HM sub-system, Motorola 5110 Fault Isolation Software Module This acquisition is unsuitable for full and open competition for the following reasons. AP Labs, Inc. was the original developer of the LCAC CAMS. As the sole developer and original equipment manufacturer (OEM), AP Labs, Inc. is the only source with sufficient in-depth knowledge of the LCAC CAMS system that could implement the upgrades without substantial duplication of cost to the Government that is not expected to be recovered through competition and an unacceptable delay in fulfilling the LCAC SLEP program requirements.
