- NAICS Code: 541710 The U.S. EPA intends to negotiate on a sole source basis with Wilkes Technologies, Inc., Bethesda, MD, for the development of a report on Drinking Water Exposures and Internal Doses of Trihalomethanes in Humans applying the modeling software, "Total Exposure Model" (TEM) to predict contact with chemicals by way of oral, dermal, and respiratory exposure based on information about water use patterns, household activity patterns and characteristics of the household, including, but not limited to, airflow patterns, under the authority of FAR Part 6.302-1. The U.S. EPA National Center for Environmental Assessment believes that Wilkes Technologies, Inc., is the only known supplier who can provide the required report because only Wilkess Technologies, Inc., has proprietary rights in the "Total Exposure Model" (TEM) software. Only TEM can model chemical emissions from water by including specific information on the water appliance-specific use, accounting for both emissions into the air and the residue remaining in water. Additionally, only TEM includes tha capability to address all three human exposure routes: oral, dermal and inhalation, simultaneously from the same chemical-containing water supply. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, any firm believing itself capable of meeting this EPA requirement may submit technical documentation to establish its assertion. The documentation must be submitted to the POC within 15 days of the electronic posting of this notice. Communications may be directed to the POC by e-mail to mccormick.charles@epa.gov. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The applicable NAICS code is 541710, Research and Development in the Physical, Engineering, and Life Sciences. The applicable size standard is 500 employees. This acquisition is being processed under FAR Part 15. The anticipated award date is 09/01/03. See numbered note 26.
