Description
NASA/MSFC has a requirement for 1 Balckbody Calibration Source shall have the following characteristics: The temperature range should be at least 600C through 2300C. The temperature of the blackbody itself should have an accuracy of ? 0.25% as verified by a Certificate of Calibration provided from NIST. The digital readout needs to have a resolution of at least 1 degree. The blackbody cavity shall be a closed end graphite tube heated by a graphite tube with argon gas purge and internal water-cooling via rear hose connections. The shape of the heated cavity of the blackbody should be as such to provide an emissivity of 0.995 ?0.003. The cavity?s external aperture shall be 16 mm in diameter. The warm-up period for this calibrator should not take more than 5 minutes to attain 2300C from room temperature. The temperature of the calibrator shall be stable to within 0.5C at all temperatures for an 8-hour period using an infrared fiber optic thermometer to sense the cavity temperature that drives a self-tuning PID controller. An independent over-temperature alarm and cutout system shall be provided to prevent heating element burnout. This cutout system should include interlocks on the cooling water and argon gas to turn off the power in case of loss of gas or water flow. Power to the device shall be 220VAC at 60 Hz at 15 kW power. The dimensions of the device should be about 171cm H x 56cm W x 82cm D and the unit should weigh about 400 lbs. Remote set point should be optionally provided by RS422 serial communication. A Universal Mounting Flange on the front of the cabinet shall be provided to allow the capability to mount many types of pyrometers. Also, a cold aperture wheel assembly that can be mounted to the front of the blackbody shall be provided to allow verifying the field of view of the pyrometers or other infrared devices. Aperture sizes should be 25, 12.7, 10, 7.6, 5, 2.5 mm diameter. Manuals and a functional/utility plumbing schematic of the unit is to be sent ASAP after the letting of the contract so that facilities can be installed before the unit arrives. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than COB August 15, 2003. (Prospective quoters shall notify this office of their intent to submit a quotation). It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). An ombudsman has been appointed - See NASA Specific Note "B".
