- The Government intends to negotiate a Sole Source contract, in accordance with FAR 6.302-1, with Northrop Grumman, Information Technology, Defense Mission Systems, Communication and Information Systems Division, 4010 Sorrento Valley Blvd, San Diego, CA 921210-1498. Northrop Grumman, Information Technology, Defense Mission Systems, Communication and Information Systems Division is the only known source capable of providing the engineering and technical services in support of the Element Management System (EMS): a system which automates the planning, activation and management of communications circuits in accordance with Navy tactical communications plans, provides for Radio Room Automation initiatives and remote control of communications assets over LAN/WAN connectivity. Toward this end, the EMS configures and controls communications devices, such as radios, multiplexers and switches. The automated circuit switching and centralized control of equipment provided by EMS permits the rapid reconfiguration of the radio room to meet changing communications needs. Northrop Grumman, Information Technology, Defense Mission Systems, Communication and Information Systems Division has developed/demonstrated unique expertise in all facets of the proposed services related to engineering, design, development and maintenance of EMS core services and device managers and proxy agents. Each service specializes in a certain category of services such as event handling, logging or managing connections to the database. Core services include SNMP trap management, circuit management, status board, device managers and proxy agent. Data base definition, site unique database generation and maintenance are needed for implementation of EMS on new ship platform or at shore stations. The following areas of expertise are required; familiarity of radios, switches and communications systems within shipboard radio room and at shore communications stations; study, design and definition to integrate new device managers and proxy agents into the existing EMS architecture; working knowledge of SNMP management, serial interface (RS-422/232) standards and network management concepts. The contractor will provide communications device control integration into the current EMS architecture by defining the interface requirements specification, developing device manager and proxy agents, if needed. Integration into EMS core services for each device manager is required. Experience in the following areas, at a minimum, is required: familiarity of CORBA software, SNMP Management Information Base (MIB) and Oracle data bases; analyzing technical documentation to determine interface requirements; configuration management of software CSCIs to include tracking of software patches using automated methods; test plan/procedure development and execution and technical manual updates based on new device/feature integration into the EMS system. Implementation of new device/features which have been integrated in the EMS system requires the following efforts: Definition and maintenance of ship/shore unique data base which define the communications systems being controlled by EMS; integration of new software versions in an operational environment using approved SPAWAR implementation procedures; provide analysis and troubleshooting of interface problems between the EMS and controlled devices. Training in a classroom environment or OJT in an operational environment is required. A Cost Plus Fixed Fee, Indefinite Delivery/Indefinite Quantity type contract is anticipated with a base period of one year and options to extend the term of the contract for an addition four (4) one-year periods. The NAICS Code is 541330 and the applicable size standard if $23 Million. NO SOLICITATION WILL BE MADE AVAILABE AS A RESULT OF THIS ANNOUNCEMENT. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Any firm that believes it can meet these requirements may give written notification to the individual identified below. Supporting evidence to include appropriate documentation, literature and references must be furnished in sufficient detail to demonstrate the high level of proficiency required to comply with the above requirements. This documentation shall include: contract numbers, contract types, dollar value for each contract referenced, summary of work performed as well as a customer point of contact, including phone number, for relevant work performed during the past five years that substantiates the ability to meet the requirements outlined in the Draft SOW. The data submitted shall be limited to no more than five (5) pages. Any response to this announcement must be received no later than 14:00 EST 18 August 2003. All responses will be evaluated; however, a determination by the Government not to compete the proposed action is solely within the discretion of the Government.
