- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This Request for Quotation (DTCG87-03-Q-643216) incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-14 and is issued on an unrestricted basis. The contract will be awarded using simplified acquisition procedures in accordance with FAR Part 13.5. The procurement will be awarded as a firm-fixed-price contract. A. SCOPE OF WORK-1. Supply and ship the following equipment to the address specified at USCG Integrated Support Command Kodiak, Alaska: ITEM 001-130 gallon pressure tank, ITEM 002-duplex water booster pump set, and ITEM 003-three 1,200 gallon custom water storage tanks. 2. Prospective quoters must request a copy of the drawings from the contracting officer via email or fax. Send request to rgarrison@cgalaska.uscg.mil or fax request to 907-463-2416. Provide fax number or email address. B. DATA REQUIREMENTS-1. Product Data: Submit product data for the equipment and materials within 7 days of receipt of purchase order. Data required includes, but is not limited to, manufacturers catalog data, shop drawings, wiring diagrams, spare parts lists, and maintenance instructions. All data shall be submitted in one package for approval. 2. Operations & Maintenance Data: Provide three clean sets of the approved product data with the material shipment. C. PRESSURE TANK-1. Construction: Welded steel, tested and stamped in accordance with ASME Section VIII; supplied with National Board Form U-1, rated for working pressure of 125 psig, with flexible butyl diaphragm sealed into tank, and steel legs or saddles. Meet NSF 61 requirements for potable water service. 130-gallon capacity. 2. Accessories: Air-charging fitting; pre-charge to 30 psig. 3. Tank Insulation: Flexible insulating blanket and jacket with Velcro seams for easy field installation. The jacket shall consist of an outer cover of PVC with an inner liner of low density, flame retardant polyurethane which meets the requirements of UL-94, CA Technical bulletin 117 and MVSS-302. Constructed to fit the storage tank. Thermal conductivity (K) factor of 0.25 and an overall R factor of R-12.5 to meet ASHRAE Std. 90.1 lb - 1992 and The National Energy Policy Act of 1992. Operating temperature range of minus 40? to 225? Fahrenheit. D. WATER STORAGE TANK (THREE REQUIRED)-1. Vertical storage tank with capacity of 1,200 gallons and diameter of 54 inches. Provide four angle iron legs with mounting holes which meet seismic requirements. 2. Tank constructed of welded steel and stamped according to ASME specifications for 125 psi working pressure. Provide 11x15 manhole and threaded connections. Tank coated with epoxy lining approved by NSF 61 for potable water service. 3. Tank fittings: Each tank has a unique layout of fittings to fit the installation. See drawings. 4. Tank Insulation: Flexible insulating blanket and jacket with Velcro seams for easy field installation. The jacket shall consist of an outer cover of PVC with an inner liner of low density, flame retardant polyurethane which meets the requirements of UL-94, CA Technical bulletin 117 and MVSS-302. Operating temperature range of minus 40? to 225? Fahrenheit. E. WATER BOOSTER PUMP SET-1. System: Packaged with two pumps, factory assembled, tested, and adjusted; shipped to site as an integral unit; consisting of pumps, valves, and associated Type L copper piping, with control panel assembled on fabricated steel base with structural steel framework. 2. Valves: Each pump outlet with combination pressure reducing and check valve to maintain constant system pressure. Furnish gate or butterfly valves on suction and discharge of each pump. 3. Performance: Pump capacity (each) of 25 gpm at 55 psig, 0 psig suction, minimum 60% efficiency. Motor: 2 hp minimum, 85% full load efficiency. Electrical: 208V,3 phase,60 hertz. 4. Controls and Instruments: As necessary for the specified control logic. a. Locate in NEMA 250 Type 1 general-purpose enclosure, integral with the pump set, with main-disconnect interlocked with door. Fused circuit for each motor, magnetic starters with three overloads, control circuit transformer with fuse protection, selector switch for each pump. Provide all necessary relays, timers, push buttons, alarms, contacts, alternators, control wiring, and phase and voltage protection devices. b. Indicating Lights, Pushbuttons and Control Switches: Miniature oil-tight units rated for indoor non-hazardous dry locations. Indicating lights shall be LED type, adapted to the appropriate voltage, and with individual push-to-test feature. All pushbuttons shall be spring-return devices with full guard. Control switches shall be rated for the appropriate voltage and suitable for gloved hand operation. 5. Control Logic a. General: The panel controls water storage tank filling and booster pump operation. 1) Disconnect: Provide a main disconnect that must be manually switched before the control panel door can be opened. 2) Panel Controls and Indicating Lights a) Control Power Switch and Light: On-Off switch with amber indicating light. b) Audible Buzzer: Audible buzzer and silence button. The silence switch turns off the buzzer but the alarm indicating light remain on until the alarm is cleared. b. Water Tank Fill Control 1) Panel Controls and Indicating Lights a) Fill Valve Control: Three-position fill-closed-auto switch. b) Low Water Alarm: Red indicating light. 2) Remote Devices a) Fill valve (provided by others, 120 volt, normally closed) located in the water supply main. b) Level switches (provided by others) mounted to a water storage tank. One each for valve open, valve closed, and low level alarm. 3) Control Logic a) Manual Control i) When the fill valve control switch is in the closed position, the valve is closed. ii) When the fill valve control switch is in the fill position, the valve is open. b) Automatic Control: When the fill valve control switch is in the auto position, valve operation is controlled by level switches in the water storage tank. i) When the water level is above the fill valve closed setpoint, the valve is closed. ii) When the water level drops below the fill valve open setpoint, the valve is open and remains open until the water level exceeds the valve closed setpoint. c) Low Level Alarm: Initiate a low level alarm when the water level is below the low level setpoint. During an alarm, a red indicating light is on and an audible alarm is initiated. Automatic reset when tank level rises above the setpoint. c. Water Booster Pump Set Control 1) Panel Controls and Indicating Lights a) Pump Control: Hand-off-auto (H-O-A) switch for each pump. b) Pump Operating Indicating Light: Green indicating light for each pump. c) Low Suction Level Alarm: Red indicating light. 2) Remote Devices a) Pressure switch located in the combined pump discharge piping. b) Level sensor mounted to one water storage tank for Low Suction Pressure setpoint. 3) Control Logic a) A separate magnetic starter with H-O-A switch supplies power to each pump. b) A separate minimum run timer which can be adjusted in the field operates the pump for a set period of tie once it starts. c) When the H-O-A switch of only one pump is in the auto position, the respective pump operates as the lead pump. When the water supply pressure drops below 50 psig (adjustable), the pump operates until the pressure switch deactivates and the pump minimum run timer elapses. d) When both pump H-O-A switches are in the auto position: i) The alternator changes the lead pump with each fill cycle. ii) When a pump starts, the minimum run timer shall operate the pump for 3 minutes (adjustable). iii) When the water supply pressure drops below 50 psig (adjustable), the lead pump operates until the pressure switch deactivates and the pump minimum run timer elapses. iv) If the water supply pressure drops below 45 psig (adjustable), the lag pump operates. The lag pump shall operate until the pressure switch deactivates and the pump minimum run timer elapses. e) When a H-O-A switch is in the hand position, the respective pump operates. f) Low Suction Level Shutdown: Initiate a low suction level shutdown when the water level in the water storage tank is below the low suction level setpoint. During an alarm, both pumps are off, the low suction level indicating light is on and the buzzer is initiated. Automatic reset when tank level rises above the setpoint. The following FAR provisions and clauses apply to this request for quotation and are incorporated by reference. 52.212-1 INSTRUCTIONS TO OFFERORS COMMERCIAL ITEMS (OCT 2000). 52.212-2 EVALUATION COMMERCIAL ITEMS (JAN 1999). Offer of award will be made to the quoter who submits the lowest price meeting the USCG?s requirements. 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS (JUNE 2003), WITH ALTERNATE I (APR 2003) AND ALTERNATE II (OCT 2000).
