- This is a combined synopsis/solicitation for commercial items prepared in accordance with format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) 0022448 and this number shall be referenced on any quotation. The provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-14. This solicitation is under Simplified Acquisition Procedures (SAP), and is a 100% Small Business Set-aside. The NAICS code is 333293 and the size standard is 500 employees. This contract action will result in a Firm Fixed Price, one time buy, all or none contract. The Government's requirement is for brand name or equal for the following items: The manufacturer is Fenimore Manufacturing , Inc., Chickasha, Oklahoma. (1) Fenimore 922-18 Sidewinder /18- pocket collator, (2) hand feed, (3) 242 stitcher (with hohner heads, the stitcher head must have the capability of stapling through three-quarters of inch of paper) (4) 222 tape unit (5) belt delivery w/ batch counter & kicker (6) Installation and training (7) freight charges. (8) Identify standard Commercial Warranty in Quote. (Preference given to warranty for a least a year). Service Technicians who will perform on-site maintenance must be able to obtain security clearances. Due to space requirements the entire machine must fit within 4 ft 10 in x 52 ft. area. The above listed characteristics are intended to be descriptive, but not restrictive. If quoting an "or equal" product, the vendor must submit detailed specifications with their quotation for evaluation purposes in order to be considered. In addition, the brand name of the product furnished shall be clearly identified on the quote. The evaluation of quotes and the determination as to the equality of the product shall be the responsibility of the Government and shall be based solely on information provided by the vendors. The Government is not responsible for locating or securing any information which in not identified in the quotation. All responsible sources who submit a quotation which meets the above stated requirements shall be given consideration. All quotes shall be submitted to Kathryn H. Morton, Contract Specialist, at the address listed above no later than 3:00 PM EST, August 18, 2003, quote clearly marked RFQ-0022448. Faxed quotes are encouraged and must state name, address and solicitation number, to the attention of Kathryn H. Morton at (202) 324-3491, the original copy of the quote shall follow by mail. Vendors are hereby notified that if your quote is not received by the date/time stated above, your quote shall be considered late. Delivery shall be 30 days after Receipts of Order (ARO) unless a later date has been to agreed by both parties, Ship to address- FBI Washington DC. The Government will award an order to the responsible vendor whose offer conforming to this solicitation will be most advantageous to the Government based on technical, price and past performance factors. Past performance and price are of equal importance. The Government reserves the right to award without discussions. Quotes must provide individual prices for each item. In addition offerors must provide three names and phone numbers of previous customers who have acquired similar items within two (2) years. Vendors should provide references where on-site maintenance has been performed by cleared service technicians. Vendors may download the RFQ by accessing the Fedbizopps website at http: //www.fedbizopps.gov. All future information about this acquisition, including quote amendments, will also be distributed through the FBO site, interested parties are responsible for monitoring the FBO site to ensure that they have the most up-to-date information about the acquisition. The following clauses and provisions are incorporated by reference and apply to this acquisition. Clauses and provision can be obtained at http://www.arnet.gov/far. Each offeror shall include a fully executed copy of the FAR provision 52.212-3 Offeror Representations and Certifications Commercial Items (July 2002).
