- The Department of the Navy intends to issue an Invitation for Bids (IFB) under Solicitation N62472-03-B-6041 for a Locksmith Service Indefinite-Delivery-Indefinite-Quantity Contract (IDIQC) at the various locations at the Naval Submarine Base New London, Groton, CT. Locksmith work shall include, but not be limited to, repair of key locksets; the fabrication and replication of keys; opening of key locksets; and the installation, maintenance, repair, replacement, removal, opening, and resetting of mechanical and electronic combinations of cipher locks. The Contractor shall unlock buildings, safes, and vaults (with or without combination or key) to gain access when authorized; and improve, alter, and adapt locking devices and systems. The Contractor shall maintain key inventories and records, and establish and maintain a master key system. Locksmith personnel shall be bonded and certified by the State of Connecticut. The Contracting Officer will determine the type and series of locks for replacement or installation. Where required by the Contracting Officer, locksets, deadbolts, padlocks, and others shall be keyed and master keyed. The work shall include making duplicate keys, providing emergency response service, opening locks and safes, and in summary, provide a variety of locksmith services. The contract term shall be for one year with the four option years. Award will be made to the lowest priced responsive and responsible bidder. The estimated cost range is between $100,000 and $250,000. This acquisition will be set aside for Small Business under NAICS Code 561622, Small business size standard is $6,000,000. Prospective bidders must register for this project on the NAVFAC Electronic Solicitation Internet web site, www.esol.navfac.navy.mil to receive notification of availability of solicitation documents. The Issue Date and Bid/Due Date stated in this notice are approximate dates. An official Bidder's Mailing List will be maintained on-line and can be printed from the web site. The Bidder's List will not be faxed. Recording companies are also required to register. Notification of any changes to this solicitation (Amendments) shall be made only on the Internet. Per the Debt Collection Improvement Act of 1996, the Defense Federal Acquisition Regulation Supplement (DFAR) has been amended to require all contractors to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database. Be advised, for solicitations issued after May 31, 1998, failure to register in the CCR may render an offeror ineligible for award of DOD contracts. Information regarding this registration may be obtained by accessing web site www.ccr.gov or by referring to DFARS Subpart 204.73. Offerors should submit verification of their firm's registration in the CCR Database with their proposal.
