- NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. Statement of Work â AFMIC requires an integrated approach to research and quickly analyze data on diseases that have known potential for use in a biological attack, including but not limit ed to, public health data, animal data, vector data, and any surrogate data that assits in assessing distribution and natural epidemiology by geographic location. Estiminated level of effort each project is 48 person month. Period of performance for each project is 12 months. TASK 1. Obtain and critically assess comprehensive data on the worldwide epidemiology of natural occurrence of selected diseases. TASK 2. Develop a methodology to estimate the endemicity and forecast disease spread for selected diseas es and describe the global epidemiology of these diseases. TASK 3. Validate the model developed in Task 2 by obtaining existing country specific public health data and specimens for selected diseases from mutually agreed upon countries (region) and or from international organizations. TASK 4. Final Report. General requirements: the contractor shall deliver monthly status report to include at minimum, status of work, summary of deliverables for the reporting period, major problem areas and targets of opport unity include recommendations for their resolution. Key personnel â A multidisciplinary team with forma eduction and experience in relevant disciplines such as modeling, infectious diseases and epidemiology, laboratory handling of specimens, statistic s, and mathematics is required with a proven record of research and report writing. CLIN structure: 0001 Labor Task 1; 0002 ODCs for Task 1; 0003 Labor Task 2; 0004 ODCs for Task 2; 0005 Labor Task 3; 0006 ODCs for Task 3; 0007 Labor Task 4; 0008 ODCs for Task 4. The following clauses are incorporated by reference: FAR 52.212-1; 52.212-4 AND 52.212-5. Offerors are to include with their offer a completed copy of the provision at 52.212-3, Offeror Representations and Certifications â Commercial Items. Of fers will be evaluated by the following in order of importance: 1) relevance and potential contributions of the research to the Intelligence Community's missions; 2) past performance in similar research; 3) overall scientific and technical merits of the pr oposed research; 4) qualifications of proposed personnel; and 5) realism and reasonableness of price.
