Description
Solicitation Number 03M000188 is now being issued as a competitive requirement. The Department of Health and Human Service, The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), through the Program Support Center, plans to award a firm-fixed price purchase order using simplified acquisition procedures. The period of performance is sixteen months from date of award. With the national shift to managed care delivery systems, SAMHSA is focusing resources to work with States, counties, community provider, family members and consumers to ensure effective, comprehensive and nondiscriminatory mental health and substance abuse managed care services. There will be two analysis conducted under this acquisition. Both of the project will use recent information derived from the MarketScan database and shall develop algorithms form identifying Mental Health users, providers, and pyschotropic medications are required by the project. Project one: The objective of this analysis is to examine the utilization of psychotropic medications by children, adolescents, and adults under employer-sponsored health plans, focusing in particular on the characteristics of those individuals for whom there is no record of a mental health (MH) diagnosis and no indication of mental health services utilization. This analysis will provide a profile of the characteristics of these individuals, in order to understand how they may differ, as a group, from people who use psychotropic medications but also utilize mental health services. The analysis will examine, to the extent possible: Project two: A second analysis to be conducted under this order will focus on one of the following topics: (a.) an analysis of the frequency with which various mental health services and psychotropic medications are provided to preschool children, ages 0-6 years; (b) an analysis of service utilization patterns and use of psychotropic medications by children whose diagnoses are consistent with serious emotional disturbances (SED), as well as by adults with diagnoses or other indicators of serious mental illness (SMI); and (c) an analysis of the mental health service patterns and utilization of psychotropic medications by those children, adolescents, and adults who are the most intensive users of MH services (high-cost users). The solicitation will be made available electronically on August 12, 2003. The internet address for downloading the solicitation is http://www.fedbizopps.gov.
