Description
NA This sources sought synopsis requests information needed prior to release of any resultant solicitation. The information in this sources sought notification is based on the best and most current information available to date. This information is subject to change and is not binding on the Government. Updated information will be provided in subsequent synopses. The Military Traffic Management Command (MTMC) is seeking, potential sources capable of providing information management support services for the Command??????s Systems Response Center (SRC), which provides specialized application, functional and technical call center support and application training to over 15,000 transportation and financial customers worldwide. A brief summary of the different type of support required follows: (1) 24 hours 7 days a week; (2) Customer touch points are via email, fax, telephone, and web; (3) No more than 20% of customer; (4) inquiries/questions/problems shall be escalated outside of the call center; (5) 90% of Cus tomer??????s shall be highly satisfied with the service provided; (6) Application support includes: (a) All Ocean Cargo, Freight, Personal Property, Passenger, and Financial transportation applications (b) Specialized understanding of required data input, relationships and interfaces being used by each system, (c) Specialized understanding of many function within each application, (d) Specialized understanding of the fail over and disaster recovery processes required by each application, (e) Processing tran sportation and call center reports, (f) Modifying transportation data using Oracle SQL, (g) Notify all customers whenever issues arise; (7) Functional support includes: (a) Specialized understanding of end-to-end transportation needs required to meet the e ver changing environment of the military, (b) Specialized understanding of the Defense Transportation System and the flexibility to meet its needs in peace and war, (c) Ensure trained personnel and resources are capable of meeting National Military Strateg y; (8) Technical support includes: (a) Hardware (printer/copier/fax, modem, network hardware, peripherals, SCSI terminal server, tape drive, etc.), (b) Software (Microsoft Office automation, Microsoft OS, Microsoft SQL Server, Intel equipment, Internet Exp lorer, Netscape, Lightweight Directory Access Protocol (LDAP), DoD PKI and KMI, Operating systems to include HP and Sun UNIX, Windows; Oracle SQL, Oracle Financials, Oracle Discoverer, customized transportation and financial), (c) Connectivity ?????? worki ng with System Administrators, Defense Information System Agency (DISA) when customers are experiencing problems with the Unclassified but Sensitive IP Router Network (NIPRNet), (d) Understanding of DoD, Dept of Army and TRANSCOM Information Security requi rements, (e) Perform proactive system monitoring for all transportation applications, (f) Create and maintain a knowledgebase of solutions usable via the Web by the MTMC customers. (For the purpose of determining your business size, the North American Industry Classification System (NAICS), 541512 Computer Systems Design Services, with a size standard of $21.0M average annual rece ipts over the past three years, will be utilized for this acquisition.) 2. If a small business, does your firm qualify as disadvantaged? 3. Under which NAICS codes are you eligible to propose (list all codes)? 4. Provide a s hort summary stating your interest as a prime contractor or subcontractor and your experience in the areas where your firm desires to bid. 5. Identify those functions in which you have little or no experience, but you believe you can perform and why. 6. Other pertinent information. E-mail responses without the aforementioned information will not be recognized as valid. No telephonic responses will be considered. ALL PROSPECTIVE OFFERORS MUST RESPOND TO THIS SYNOPSIS VIA E-MAIL. TELEPHONE REQUESTS FO R SOLICITATIONS WILL NOT BE ACCEPTED OR RETURNED. In order to ascertain the method of procurement, qualified small businesses, Hubzone, Small Disadvantaged, 8(a), and women-owned Small Businesses are invited to submit a capability statement to this office. Information to be provided must include, but is not limited to, average annual revenue for the past 3 years; number of employees, ownership and whether they are small, HUBzone, small disadvantaged, 8(a), and/or woman-owned; number of years in business; af filiate information such as parent company or teaming partners; potential services to be subcontracted, if any; and list of customers (Government/non-Government) covering the past 5 years (highlighting relevant work performed, contract numbers, contract ty pe, dollar value of each procurement, and point of contact/addresses/and phone numbers). Detailing all relevant technical qualifications, interested firms should also include in their capability statement demonstrative information relative to past performa nce and experience in managing a workforce and performing work similar to the requirements of this procurement. Submit capability statements no later than 13 August 2003. NO SOLICITATION EXISTS AT THIS TIME.
