- NA ATTENTION: This is a synopsis, not an RFP. This is a Pre Solicitation Notice for a solicitation which will be issued as an Electronic Bid Set (EBS), available to download on or about 20 Aug 03 at the Contracting Division page of the Seattle District websi te: http://www.nws.usace.army.mil/ct. This project is web only - NO CD's OR HARD COPIES WILL BE AVAILABLE. The Point of Contact for this project is Nancy Gary - Contract Specialist: nancy.a.gary@usace.army.mil. Prospective offerors must register for the referenced project at http://www.nws.usace.army.mil/ct. When registering, please do so as a Prime, Sub or Plans Room. The website is occasionally inaccessible due to maintenance. Estimated dolla r value is in the range of $5,000,000 to $10,000,000 and the completion period is 540 calendar days for base items only; 720 calendar days for base items plus option. The Standard Industrial Classification (SIC) Code has been replaced by the North America n Industry Classification System (NAICS) Code. The NAICS code for this project is 23332, which is matched to SIC Code 1531. Project is open to both large and small business. If you are a large business and your bid or proposal will exceed $1 million, you w ill be required to submit a subcontracting plan with goals for small business (SB), historically underutilized business zone ( HUBZone), small disadvantaged business (SDB), woman-owned small business (WOSB), veteran-owned small business (VOSB), and service disabled veteran-owned small business (SDVOSB) concerns. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $27.5 million. This will be a R equest for Proposal, and a fixed-price contract will be negotiated as a result of this procurement. This Pre Solicitation Synopsis is for the described project: The project provides for construction of a 21150 square meter (approximate) addition to the ex isting fitness center. The new addition will house locker rooms, two racquetball courts, administration, cardiovascular area and a health and wellness center. Approximately 375 square meters of the existing facility will be altered. All new and renovate d spaces will receive new HVAC systems. Work will include electrical systems, fire sprinklers, fire alarm, communications and other support services. Interior finishes include gypsum board, acoustical ceilings, carpet, vinyl tile, ceramic tile and painti ng. Exterior includes masonry walls, blast resistant glazing system with structural standing seam metal roof over the existing facility as well as the new addition and some flat roof area. Site work includes all utilities, parking and landscaping. All work tasks shall be completed in accordance with the plans and specifications package.
