NA This FedBizOps announcement is notice that TRICARE Region 6, 7, & 8 which includes all Military Medical Treatment Facilities (MTFs) in the states of Texas, Arkansas, Louisiana, Colorado, Arizona, Kansas, Missouri, Idaho, Oklahoma, New Mexico, North Dakota, Montana, Nebraska, Nevada, South Dakota, Utah, and Wyoming are in the process of standardizing the Epidural/Spinal Tray product line used for Regional anesthesia. Spinal anesthesia involves the injection of local anesthetic directly into the cerebrospinal fluid surrounding the spinal cord. Epidural anesthesia involves the injection of local anesthetic directly into the epidural space. This is not a Request for Proposal and samples are not being requested at this time. The intent of this standardization is to establish regionally preferred sources for hospital supply items to standardize purchasing of products for regional MTFs. In exchange for becoming a preferred source for Tricare Southwest/Central regions, the Government requests additional price conside rations for Epidural/Spinal Trays. Additional TRICARE Regions may elect to join after award and additional price consideration will be requested at that time. Clinical Product Teams (CPTs) will evaluate this product line. CPTs are composed of healthcare p roviders who have expertise and knowledge of the products. They will review products and literature submitted. TRICARE Region 6, 7, 8 deems the CPT members to be medical experts. Therefore, they are qualified to determine and recommend which products are a cceptable. Their recommendation can be accomplished by literature review, presentation, demonstration or clinical evaluation. Companies interested should respond by Email to: Kevin.hill@tricaresw.af.mil and provide your company name, address, point of cont act, telephone, fax and answers to the below listed criteria questions no later than 20 August 2003. Specific Criteria 1. Are needles color-coded for sizes available? 2. Are needles available in a variety of lengths and lumen sizes in the tray? 3. Are the tray packages clearly labeled sterile with dated shelf life? 4. Are the needles available in Luer lock and cath/slip tip? 5. Are the needles covered with a hard cap, rendering the needle safe for handling when securely attached before use? 7. Are the needle caps threaded to ease and assist in removal of cap? 8. Are the needles easy to handle while wearing gloves? 9. Are epidural catheter markings easily visible? 10. Are epidural catheters is easy to thread? 11. Does the epidural catheter allow for visualization of fluids? 12. Does the catheter plug anchor the epidural catheter securely in place? 13. Does the loss-of-resistance syringe seal without plunger leak? 14. Are drapes provided that allows the visualization of anatomical landmarks (window)? 15. Are the devices easily disposed of in a standard sharps container? 16. Are the trays available with medications including but not limited to: a. Bupivacaine HCL 0.75 % with dextrose 8.25% b. Lidocaine HCL 5% with dextrose 7.5 % c. Tetracaine HCL 1% d. Sterile (lyophilized) Tetracaine 20 mg 17. Are safety needle/syringes available in trays? (For information purposes only) General requirements are as follows: 1. Can your company service all MTFs in the regions with clinical support, educational programs and utilization reports? 2. Can your products be supplied through our Prime Vendor, Cardinal Health? 3. What is your Distribution and Pricing Agreement (DAPA) number? 4. Can your company provide volume discount and support a return goods policy? 5. Can your company provide phased implementation plan with quarterly status? 6. Can your company provide a conversion chart to show competitors like items? 7. Can your company show that product meets a specific standard (e.g., ASTM) and must include literature or a letter from the manufacture indicating how the product meets the specific requirement wh ere applicable including ISO 594-1:1986 Conical Fittings with a 6% (Luer) taper for syringes, needles and certain other medical equipment, Part 1 General requirements, ISO 594-2:1998 Conical Fittings with a 6% (Luer) taper for syringes, needles and certain other medical equipment, Part 2 Lock Fittings, ISO 7864:1993 Sterile hypodermic needles for single use and ISO 7886-1:1993 Sterile Hypodermic Syringes for single use. If necessary, these criteria may be further developed by the CPT and will be provided to your company. Distribution of these products for DoD must be accomplished through our regional DOD Prime Vendor, Cardinal Health. Suppliers must be DAPA holders and ma y be required to conduct clinical trials and provide clinical samples at no cost to the government. If your company currently holds a DAPA for this Medical/Surgical Product Line, your company is eligible to participate in the standardization process. If yo ur company is not a current DAPA holder for this product line, you are still eligible to participate in the standardization process for these regions by contacting the Defense Support Center-Philadelphia (DSCP). Please contact the DAPA contracting officer , Mr. John Charalabidis at (215) 737- 7124 for assistance. Your company can be considered for standardization once DAPA paperwork is pending at DSCP. After you have notified the TriCare Regional Business Office (TRBO) that your company wishes to participat e, or that your DAPA application is pending with DSCP, your company will be notified prior to the start of the standardization process for this Product Line. If your company can provide any of these items, please forward literature of all items available f rom your company that meet the product descriptions and any corresponding product literature to: Kevin W. If the CPT recommends a company, the TRBO may request sales data to facilitate a conversion plan. This information will be treated as propriet ary and not releasable. Companies not responding by the above date may be eliminated from consideration on any subsequent procurement action for these items.
