Description
Work consists of furnishing all parts, labor, materials, equipment, supplies, services and supervision necessary to Repair/Alter Refueler Parking/Fillstand, at Scott AFB IL 62225-5015. The principal items of work shall include, but are not limited to, the following: Demolition and removal of existing concrete and asphalt pavements, drain pipes and waterlines in vicinity. Excavation and removal of excess material (gravel, soil, etc.) within and adjacent to the new boundaries for the parking and fillstand. Construction of a new sanitary sewer drains and piping with a retention basin for the fillstand and parking area drainage. Construction of new storm drains and piping to handle drainage not drained to the sanitary sewer system. Construction of new concrete pavements for the parking and fillstand areas where fuel spill containment is required. All other areas within the boundaries construct new asphalt pavements. Construction of a new chain link fence with barb wire and two remote controlled automatic cantilever gates as indicted on drawings. Construction of new articulated arms for fuel dispensing, light poles, outside receptacles and an electrical grounding system for fuel trucks. Construction of a new waterline with a new emergency eyewash/shower attached to line. Disinfection of waterline in accordance with applicable local, state and federal regulations. Installation of pavement markings and landscaping in accordance with plans and specifications. Removal and Disposal of fuel contaminated soil and construction debris IAW applicable local, state and federal regulations. This is a Request for Proposal (RFP), Price Performance Trade-Off (PPTO) solicitation. There will be no public bid opening. Award will be made based upon the “Best Value” to the Government in accordance with FAR 15. The Magnitude of this project is between $_500,000.00__and $__1,000,000.00 . This acquisition is being considered for a HUBZone set-aside. If your firm is HUBZone certified and intends to propose on this acquisition, you must provide the following information to the Contracting Officer not later than ten (10) days after the publication of this notice: (a) SBA Certification of HUBZone eligibility; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of recent, relevant experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with telephone numbers; (d) Your available bonding for this project. All the above must be submitted in sufficient detail within ten (10) days after the publication of this notice or the solicitation will be issued unrestricted pursuant to the competitiveness demonstration program. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Electronic Posting System (EPS) Web Site at http://www.eps.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at www.eps.gov./ in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor registration (CCR) at web site http://www.safaq.hq.af.mil/contracting/ccr0.html. Prospective offerors who would like their company name included on the Bidders Mailing List (planholder's list) must submit their company name, address and telephone number to Lt. Lance Hannan at fax 618 256-2652, or E-mail lance.hannan@scott.af.mil within 14 calendar days after the solicitation is posted on the web site. This list will uploaded to the web site. No further submissions will be accepted or posted. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
