- This is a Sources Sought synopsis. The Space and Naval Warfare Systems Center ? San Diego (SPAWARSYSCEN-SD) is seeking certified Small Business 8(a) and HUBZone Small Business firms with current relevant knowledge, experience, personnel and capability to perform a contract to provide engineering, technical support services, and technical training development for C4ISR and other related DOD systems. Small Business (SB) firms of all types are encouraged to forward capability information in the event capable 8(a) and/or HUBZone firms are not identified. The intended contract will be utilized primarily for the development of training for C4ISR and other related DOD systems. Requirements include providing formal training, support for hardware installation teams, serving as Subject Matter Experts during development of training courseware, developing job analysis materials, conducting Human Performance Readiness Reviews (HPRRs), developing and updating Navy Training Systems Plans (NTSPs), conducting fleet training surveys, conducting technology researches and recommending technology solutions for training requirements. Respondents must be able to demonstrate knowledge of C4ISR engineering and technical issues, problems and possible solutions associated with C4ISR programs / systems. Respondents must also be able to demonstrate an ability of developing technically oriented training courseware using the latest technology tools including SCORM, HTML, XML, etc. Respondents shall provide information related to contracts where the respondent was directly involved at a comparable level of effort in the noted training courseware and related technical training development areas supporting C4ISR and other related DOD systems. Interested SB sources are requested to provide detailed, narrative descriptions of relevant experience for the development of Front-end Analysis / and or Training Situational Analysis, development and implementation of training courseware solutions including the revision of existing training materials, modeling and simulation scenarios, student testing, development of training documents such as Navy Training System Plans (NTSPs), development and / or maintenance of Fleet Training schedules and requirements with the utilization of Integrated Battle Force Trainer (IBFT) and Navy Integrated Training Resource and Accounting System (NITRAS), development and distribution of training including traditional classroom, Computer Aided Instruction (CAI), Web Based Training (WBT), and Interactive Courseware (ICW) utilizing HTML, XML, SCORM and other emerging technologies. Respondents shall be required to provide technical, analytical and developmental services support on but not limited to C4ISR systems, weapons systems, training systems, support equipment, Joint systems and Foreign Military systems during contract performance that ensure satisfactory C4ISR systems operation, availability and readiness. Interested SB firms are invited to respond to this sources sought announcement by providing, at a minimum, the following: (a) A company overview including areas of expertise, company size, locations of facilities, and a description of how they would establish/maintain a required facility in San Diego County, California; (b) Include contract numbers, periods of performance, dollar value, points of contact, telephone numbers and a synopsis of the work performed connected with the asserted relevant experience; (c) The specified noted number of resumes and letters of intent for each personnel in the following personnel categories that are proposed for this intended effort: a. One resume for Program Manger; b. Five resumes for Master / Training Specialists (M) & (O); c. One resume for Web Application Developer; d. One resume for Data Base Analyst/Administrator; e. Two resumes for Sr. Logistics Analyst or Logistics Analyst; f. Two resumes for Interactive Courseware Development Specialist; Interested SB firms must submit all of this required information, via email to both Mr. Serjio C. Guzman at serjio.Guzman@navy.mil and Mr. Steve Bolger at steve.bolger@navy.mil no later than Monday, August 18, 2003, 1600 hours (PST). Do not submit more than 5 pages in total in addition to the personnel resumes and attendant letters of intent. Contingent upon the results of this source sought announcement; the Government may issue a Request For Proposal (RFP) for these services. The Government currently estimates that such an RFP would utilize an Indefinite Delivery, Indefinite Quantity type contract with a Cost Plus Fixed Fee pricing arrangement. Expected period of performance for this task is a One-Year Base contract period and Four, One-Year pre-priced option periods. The North American Industry Classification System (NAICS) Code for this procurement is 541330 and the SB Size Standard is average annual gross receipts of less than 23 million dollars.
