- PUBLIC ANNOUNCEMENT FOR: Transceiver / Shorting Devices for Semi-Flush Fixtures in System Type=20 FA-10700 ((Dual Mode High Intensity Approach Lighting System=20 (ALSF-2/SSALR))=20 =20 The Federal Aviation Administration (FAA) has a single source requirement t= o obtain Transceiver/Shorting Devices (TSD) for semi-flush fixtures in syst= em type FA-10700 (Dual Mode High Intensity Approach Lighting Systems (ALSF-= 2 / SSALR)). The equipment required shall include, but may not be limited = to, the following subsystem elements and assemblies (including spares): =09Quantity*=09Part Number=09Part Description a.=09480=0993001062-03 and/or93001062-01=096.6 Amperes and/or 20 Amperes TS= D for Semi-Flush Fixtures b.=09Up to 50=09U30018080-03 =09Lamp Transceiver and Shorting Device =09Optional Quantity* c.=091,764=0993001062-03 and/or93001062-01=096.6 Amperes and/or 20 Amperes = TSD for Semi-Flush Fixtures d.=09Up to 200=09U30018080-03=09Lamp Transceiver and Shorting Device *Quantities are estimates. The Transceiver /Shorting Device (TSD) for semi-flush fixtures is a solid s= tate digital electronic component that is an integral part of the ALSF-2 La= mp Monitoring subsystem. The control and monitoring (CM) unit (which is th= e brain of the system) communicates with the TSD over the existing power li= nes that connect to the lighting loops. It sends a 4 kHz polling pulse tha= t rides over the 60Hz carrier frequency to reset the transceiver=E2=80=99s = internal counter and receives an 8 KHz tone from each of the TSDs. The res= ponses of the TSDs are time slotted based on their addresses. The CM=E2=80= =99s polling pulse and the TSD=E2=80=99s responses are synchronized to the = 480 V ac 60 Hz input. The TSD is resident in the PAR 56 lamp holder, and m= onitors the health of the PAR 56 lamp. When the lamp fails and/or deterior= ates to the point where it is outside of its operational tolerances, the TS= D provides this information to the CM. When a lamp fails, the TSD shorts = out the secondary of a 20 amp current transformer. Depending on how many = lights are out, a caution or failure alarm is generated. The TSD for semi-= flush fixtures shall be impervious to moisture and water and /or encapsulat= ed in a watertight enclosure. FAA has an existing contract with New Bedford Panoramex for this equipment.= Under this contract we have already completed first article testing, and = completed the learning curve associated with establishing and maintaining s= atisfactory production and quality control processes. New Bedford Panorame= x also holds patents for some of the imbedded technologies, such as lamp fa= ilure detection. To purchase from another vendor would add unacceptable ex= pense and delay to FAA=E2=80=99s ability to obtain the required equipment. Based on the above, New Bedford Panoramex is the only source with the uniqu= e ability to satisfy the FAA=E2=80=99s requirement in a timely and effectiv= e manner. No competitive solicitation is available for this procurement. If you do n= ot agree with this single source determination, please provide evidence of = your capability and experience in providing the supplies described above. = The FAA will evaluate that information.
