- This is a Sources Sought synopsis. In accordance with FAR Part 10, Market Research, and FAR Part 15.202, Advisory Multi-Step Process, this Sources Sought synopsis is in support of a market survey being conducted by the Air Force to determine qualified sources capable of providing Ballistic Missile Strike Planning Software Support (BMSPSS) for cost effective software and systems engineering support to the United States Strategic Command (USSTRATCOM) Missile Strike Team to maintain and enhance the ballistic missile planning system. BMSPSS is designed for USSTRATCOM to rapidly allocate and assign intercontinental and sea-launched ballistic missiles. The Contractor must identify the following areas in the capability packages: (1) Experience as a Prime contractor in providing Missile Planning Software and systems engineering support with Government or commercial standards using full corporate resources and industry best practices, (2) Experience with strategic weapon planning, targeting concepts, ballistic missile weapon system performance, aircraft weapon system relationships to ballistic missile planning and flight simulation concepts, weapon fratricide modeling techniques, interactive software graphics and USSTRATCOM OPLAN 8044 production schedules and processes, (3) Corporate Resources of Top Secret cleared computer programmers, engineers, and other specialists eligible for SIOP Extremely Sensitive Information (SIOP ESI) access and totally proficient in creating, modifying, and testing complex COBOL, assembler, PL1, C, C++, Fortran, JAVA, XML, Oracle and Ada software code and in Solaris and WINDOWS 2000+ Operating Systems. Small amounts of other software languages may be included, (4) Experience with client server computer architectures, multi processor workstation network implementations; enterprise database servers, including both software applications and various database concepts; and distributed database concepts, (5) Experience in providing training for ballistic missile planners. The training must have been comprehensive, cover ballistic missile planning concepts as well as detailed operation of the then current system, and cover all changes made under the proposed contract. The training must also cover data inputs to the ballistic missile planning process and data outputs to subsequent processes and other organizations. Packages should not exceed, 20, one-sided, 8.5 x 11 inch pages, with one-inch margins and font no smaller than 10 point. Please provide 2 copies. Your company?s name, address, telephone number, a point of contact with e-mail address, Federal Cage Code, Data Universal Numbering System (DUNS), Central Contractor Registration (CCR) number, business size, security clearance level, and intent to Prime or Sub on this effort must be included in the capability package. The North American Industrial Classification System (NAICS) is 541511. Small business size standard is $21M. The technical capability package should include examples of efforts of approximately the same size, complexity, composition, functionality, and criticality within the last five years.
