Description
PERSONNEL SECURITY BACKGROUND INVESTIGATIONS. The U.S. Small Business Administration requires personnel security investigations and written reports in accordance with Executive Order 10450 and other applicable public laws, Executive Orders, rules, and regulations in order to promote the efficiency of the Federal service and to assist in the maintenance of national security and the national welfare. Requests for investigations will be issued to the contractor by SBA on an as-needed basis. Period of performance is date of award through one year thereafter, with four one-year option periods. This requirement is solicited using a "cascading" set-aside preference, summarized as follows: (a) All potential offerors may submit proposals to perform the services described in this solicitation. (b) Award will be made on a competitive basis to an eligible Section 8(a) certified business concern, provided that a minimum of two competitive offers are received from eligible Section 8(a) certified business concerns. If a minimum of two competitive offers from eligible Section 8(a) concerns are not received, then award will be made on a competitive basis to an eligible small business concern, provided that a minimum of two competitive offers are received from eligible small business concerns. (c) If a minimum of two competitive offers from eligible small business concerns are not received, then award will be made on the basis of full and open competition from among all responsible business concerns submitting offers in response to this solicitation. NAICS Code 561611 applies, with a size standard of $10.5 million. The solicitation document is in final preparation and will be posted in Fedbizopps within 5 business days.
