- NA NAICS 562910 The Volpe National Transportation Center intends to issue a solicitation for multiple award Indefinite Delivery/Indefinite Quantity (ID/IQ) Type Contracts where up to three (3) small business set-aside contracts may be awarded to provide Environmental Remediation Services for the Libby Asbestos Remediation Project in Libby, Montana. To encourage participation by concerns that have been certified to participate under Section 8(a) of the Small Business Act utilizing the applicable North American Industry Classification System (NAICS) code of 562910, the Government will make the first award to an 8(a) eligible firm that has submitted an acceptable proposal and has demonstrated that the firm has the potential to compete successfully for tasks after award. The contractor(s) will be required to remove and dispose of asbestos contaminated soil, and material from numerous operable units and residences in Lincoln County, Montana. The contractor(s) will be required to develop health and safety plans, perform abatement (removal or encapsulation) of asbestos contamination within residential homes or commercial businesses, removal of vermiculite materials from the interior of homes or businesses, demolition of asbestos contaminated structures. The total shared capacity for all contracts awarded under this solicitation will be $37 million. Three year contracts with Cost Plus Fixed Fee and Firm Price Provisions are anticipated. Contractors will compete for task orders after award. The solicitation will be issued on or about May 13, 2003. This procurement is 100% set a side and the small business size standard is 500 employees. The Volpe Center uses electronic commerce to issue RFPs. Paper copies of the RFP or amendments will not be issued. The solicitation and any document related to this procurement will be available on the Internet; these documents will be available in text format on a WWW server which may be accessed using Web browsers. Offerors desiring to receive electronic notification of the solicitation's posting and availability for downloading may register to receive the notices at the Volpe C enter web site. Contractors are warned that when they register to receive solicitations, amendments, and other notices, the responsibili ty for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional effort to deliver information when the system indicates that transmissions cannot be delivered to the email address provided. NO HARD COPIES of the solicitation will be issued. Telephone requests will not be honored. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
