Description

The Centers for Disease Control and Prevention (CDC) intends to negotiate on a sole source basis with the proposed contractor, The Medstat Group, 4301 Connecticut Avenue, NW Suite 330, Washington, DC, to acquire proprietary MarketScan databases and the DataProbe software tool, which provides for full maintenance, enhancement, and support of existing MarketScan databases and the DataProbe software tool used by the Centers for Disease Control. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The applicable NAICS Code is 518111 and the size standard is $21 M. This notice of intent is not a request for quotation or a solicitation of offers. Interested parties may submit their capabilities and qualifications to perform the effort in writing to the designated representative. The reason justifying this sole source procurement is that the proposed Contractor has exclusive licensing rights to the MarketScan databases and the DataProbe software tool. The Government believes that the proposed Contractor is the only responsible source that can provide the services that will satisfy the agency requirements, and therefore intends to negotiate with the proposed Contractor on a sole source basis. Responses to this notice must be received within five (15) calendar days of the date of this notice via e-mail to tuh2@cdc.gov. The Government will consider all responses received on or before August 21, 2003. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Requests for solicitation will not be honored.
